Siguiendo las recomendaciones del consejo de europa, el "plan de accion para la igualdad de oportunidades de las mujeres" (1988-1990) recoge entre sus actuaciones la elaboracion de un manual para el uso no sexista del lenguaje administrativo, para cuya elaboracion se han revisado muchos textos oficiales o reglamentarios y se ha procedido a eliminar todas aquellas expresiones que implicaban actitudes de discriminacion hacia las mujeres. Se expone la problematica especial del castellano que asigna al masculino un sentido generico, es decir para ambos sexos. Problemas semanticos y sintacticos hacen que la figura del varon se vea reforzada en el mundo administrativo. Se presentan las formas mas comunmente utilizadas y se proponen otras alternativas de uso mas igualitarias.

El M.A.P. Ha elaborado este manual con el objeto de modernizar el lenguaje administrativo para adecuarlo a una concepcion de servicio al ciudadano, sirviendo de herramienta de trabajo para los funcionarios publicos con la intencion de que les sirva de ayuda para la redaccion de los documentos administrativos. Un capitulo de este manual esta dedicado al uso no sexista del lenguaje administrativo (pp. 153-161). Con el no se hace sino recoger lo ya enunciado en el plan para la igualdad de oportunidades de las mujeres (1988-1990): "Se incluira, por ello, en el proceso de renovacion del lenguaje administrativo que se esta realizando, el control y eliminacion, en su caso, de este tipo de discriminaciones en las circulares, impresos y formularios utilizados por la administracion". La desigualdad radica en algunos casos en el orden de las palabra, en otros en el contenido semantico de ciertos vocablos, no obstante, el principal escollo para una utilizacion lo mas neutra posible del lenguaje deriva de la pertenencia del castellano a las lenguas de genero, categoria gramatical que afecta no solo a la terminacion de los nombres, sino tambien a la de articulos, adjetivos o participios en regimen de concordancia con el sustantivo. Paliar estos efectos mediante propuestas o sugerencias de formas de expresion alternativas, mas igualitarias, es el proposito de este capitulo.

The last thirty years of intellectual and artistic creativity in the 20th century have been marked by gender issues. Translation practice, translation theory and translation criticism have also been powerfully affected by the focus on gender.
