This book analyzes how international organizations and the European Union engage with civil society to pursue their policy goals. Multi-stakeholder initiatives, private-public partnership, sub-contracting, political alliances, hybrid coalitions, multi-sectoral networks, pluralist co-governance, and indeed foreign policy by proxy are all considered. Bringing together the most advanced scholarship, the book examines trade, environment, development, security, and human rights with reference to both EU and global institutional settings such as the WTO, UN Climate Summits, FAO, IFAD, ICC, UNHRC, UNSC, and at the EU level the DG FISMA, TRADE, CLIMA, DEVCO, HOME and ECHO. The book also studies the use of NGOs in the foreign policy of the EU, USA, and Russia. This changing politics and the polarized debate it has generated are explored in detail.

Global policy making is taking shape in a wide range of public sector activities managed by transnational policy communities. Public policy scholars have long recognised the impact of globalisation on the industrialised knowledge economies of OECD states, as well as on social and economic policy challenges faced by developing and transition states. But the focus has been on domestic politics and policy. Today, policy studies literature is building new concepts of 'transnational public-private partnership', 'trans-governmentalism' and 'science diplomacy' to account for rapid growth of global policy networks and informal international organisations delivering public goods and services. This Element goes beyond traditional texts which focus on public policy as an activity of states to outline how global policy making has driven many global and regional transformations over the past quarter-century. This title is also available as Open Access on Cambridge Core.

Partnership, says Brinkerhoff (public administration, George Washington U.) is the polite term for minimizing the responsibility of government in development projects. She seeks to clarify the concepts and its practice, to critique the understanding and practice of it in international development to date, and to specify its defining dimensions. Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

This book focuses on the Indo-Pacific region’s growing prominence as the world’s major powers gravitate toward this space to expand their influence. With dynamic shifts taking place in the globe’s most strategically volatile region, Indo-Pacific Strategies aims at clarifying the geopolitics of the Indo-Pacific, expounded both as a strategic concept and nascent region, thus contributing to the burgeoning policy and academic debate. The book offers indispensable insights and appropriate remedies to maintain the rules-based international order as threatened by China’s increasingly assertive and bellicose posturing. It offers up-to-date analyses of Covid-19-related geopolitical trends, the strategies of various Indo-Pacific states against the backdrop of great power competition, the increasingly confrontational stance of Indo-Pacific states against China and the 2020 US election results. This unique book presents deep insights into the roles of Eurasia, small island states, the Middle East and Africa, in addition to Australia, India, Japan and the US, thereby providing much needed comparative studies. It also closely investigates the strategic and tactical operationalization of the Indo-Pacific, making it an essential read for scholars, policymakers, students, and strategists in the field of international politics and Area Studies. Excerpt from the foreword by ABE Shinzō, (former) Prime Minister of Japan "I think this book is the timeliest attempt to bring together the wisdom of eleven people to present a multifaceted view of the FOIP [Free and Open Indo-Pacific]. As a reader, I would like to express my gratitude to the editors and contributors for their valuable intellectual contributions." See the preview function on this website to access the full text.
