This paper begins with a review of the public's expectations for today's information technology as they apply to parliaments & governments. It then identifies some areas where existing information technology can be used to help individual parliamentarians, communicate with constituents, and enhance the legislative process. It also reviews some key information technology tools that could be ready for use in legislatures within the next five years: multimedia, the Internet, biometrics systems, and wireless networks. Possible parliamentary applications of evolving information technology are described, such as real-time access to proceedings. Finally, the paper sets out some issues for parliaments to resolve in exploiting these information tech opportunities: costs, renovation of existing facilities, changes to procedures & practices, and how to deal with people. Appendices include an overview of the use of World Wide Web sites in legislatures and an update on Internet developments.
