Excerpt from State of Oregon; A Pamphlet Containing a Copy of All Measures "Referred to the People by the Legislative Assembly," "Referendum Ordered by Petition of the People," and "Proposed by Initiative Petition" To Be Submitted to the Legal Voters of the State of Oregon for Their Approval or Rejection at the Regular General Election, to Be Held on the First Day of June, 1908 AS amended and reported by the Judiciary Committee, January 3oth, 1907. Be it resolved by the Senate, the House of Representatives concurring: That Section 3 of Article XIV of the Constitution of the State of Oregon be amended to read as follows: Section 3. The seat of government, when established as provided in Section 1, shall not be removed for a term Of twenty (20) years from the time of such establishment, nor in any other manner than as provided in the first section Of this article. All the public institutions of the State, not located elsewhere prior to January 1, 1907, shall be located in the county where the seat of government is, excepting when other Wise ordered by an act of the Legislative Assembly and is ratified by the electors of the State at the next general election following such act, by a majority of all the votes cast on the question of whether or not such act shall be ratified.
