"The Pacific Region Environmental Strategy (PRES) is the result of a regional technical assistance funded by ADB and the Government of New Zealand. The study covers: a review of key environmental issues and main response strategies in the Pacific ; an assessment of past environment-related assistance provided by ADB and other development partners in the region to draw relevant lessons, and an identification of priority areas for intervention to map out future directions for ADB's environmental assistance to the region. The main PRES volume contains findings and ADB's environmental assistance strategy for the Pacific. The Pacific developing member countries of the Asian Development Bank are highly vulnerable to the predicted effects of climate change, including higher sea levels, intense storm surges and cyclones, erratic rainfall patterns, and major temperature fluctuations. This study identifies the effects and quantifies the costs of these adverse outcomes to the Pacific island economies, with details provided for selected key sectors including agriculture, fisheries, tourism, coral reefs, and human health. It then presents policy recommendations and action steps for the countries to minimize or mitigate these impacts, particularly by mainstreaming climate change in their development plans, adopting forward-looking and risk-based approaches to climate change, and climate-proofing both their programs and infrastructure so that poverty eradication and sustainable development efforts can continue regardless of the vagaries of climate.

The Pacific Strategy 2005 - 2009 provides a framework for ADB operations in its 14 PDMCs and for ADB support to Pacific regional cooperation. Detailed strategies and programs will be developed at the country level, in support of the PDMCs national development programs. The Pacific Strategy highlights differences among PDMCs, but also addresses common challenges.
