"Book Abstract and Keywords: The study of Japanese politics has flourished over the past several decades. This Handbook provides a state-of-the-field overview for students and researchers of Japanese. The volume also serves to introduce Japanese politics to readers less familiar with Japan. In addition, the volume has a theme of "evaluating Japan's democracy." Taken as a whole, the volume provides a positive evaluation of the state of Japan's democracy. The volume is divided into two parts, roughly corresponding to domestic Japanese politics and Japan's international politics. Within the domestic politics part, there are four distinct sections: "Domestic Political Actors and Institutions," covering the Japanese Constitution, electoral systems, prime minister, Diet, bureaucracy, judiciary, and local government; "Political Parties and Coalitions," covering the Liberal Democratic Party, coalition government, Kōmeitō, and the political opposition; "Policymaking and the Public," covering the policymaking process, public opinion, civil society, and populism; and, "Political Economy and Social Policy," covering industrial, energy, social welfare, agricultural, monetary, and immigration policies, as well as social inequality. In the international relations part, there are four sections: "International Relations Frameworks," covering grand strategy, international organizations, and international status; "International Political Economy," covering trade, finance, foreign direct investment, the environment, economic regionalism, and the linkage between security and economics; "International Security," covering remilitarization, global and regional security multilateralism, nuclear nonproliferation, naval power, space security, and cybersecurity; and, "Foreign Relations" covering Japan's relations with the United States, China, South Korea, ASEAN, India, the European Union, and Russia. This wide-ranging comparative analysis of contemporary and future changes in welfare states looks at the different trajectories of the welfare states of Europe, North America, the Antipodes, and the emerging scenarios in Latin America, East Asia and Central and Eastern Europe. Leading experts on each of these regions examine the current structures of social protection, consider the causes of the current welfare state crisis and highlight evolving trends for welfare policy. Different welfare states are shown to manifest different forms of crisis. Among the symptoms of crisis, Welfare States in Transition suggests that the effect of popluation ageing is exaggerated, and an at least equally fundamental challenge lies in the revolution of the modern family and the changing economic role of women. The contributors are sceptical about the neo-liberal formula for reform, not only because it increases inequality but also because it does not address the growing need for an active social investment policy to ensure against entrapment in poverty or low-paid jobs.

This volume provides the first systematic analysis of the Japanese nonprofit sector ever undertaken. Using a broad range of qualitative and quantitative data, the authors show that Japan has a much larger nonprofit sector than is recognized, even in Japan. Three-quarters of all university students attend nonprofit institutions, significant shares of hospital beds are in nonprofit institutions, and nonprofit agencies are active in the field of social services. Yet in comparative terms the Japanese nonprofit sector lags significantly behind that of other developed economies. One reason for this, the authors argue, is the generally hostile attitude the government has historically taken towards nonprofit organizations in Japan; nonprofit organizations wishing to attain legal status, have to secure the approval of a "competent Ministry," and this is often given begrudgingly or not at all. The nonprofit sector in Japan has only just begun to "flex its muscles" as an independent force in very recent years, and is now on the brink of a new phase in its development.
