Inasmuch, however, as they are not indexed, and are scattered through numerous volumes, the opinions have become of little value for purposes of reference. To meet this difficulty, the attorney-general was authorized, by Resolves of 1898, chapter 95, to collect and publish in a volume, properly indexed and digested, such of the official opinions heretofore published as an appendix to the annual reports of the attorney-general as he may deem to be of public interest or useful for reference.
