The OECD Toolkit for A Territorial Approach to the SDGs is designed as a user-friendly checklist to guide policy makers at all levels of government to implement a territorial approach to achieving the Sustainable Development Goals (SDGs). It provides a one-stop-shop including lessons learned from cities across the globe, proposing a How-To Guide for interested SDG champions, showcasing localised data and indicators, and a self-assessment tool for cities and regions looking to embrace the localisation path. Complimentary two-page snapshots illustrate the performance on the SDGs of cities and regions involved in the policy dialogues with the OECD.

In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

Building on broader OECD work on climate, this report proposes a new OECD territorial climate indicator framework and demonstrates that the potential to mitigate greenhouse gas emissions, adapt to climate impacts and address vulnerabilities vary across different territories, by using a new OECD territorial climate indicator framework.

Delivering on the Sustainable Development Goals (SDGs) is a formidable governance challenge for countries at all levels of development. It requires governments to co-ordinate, consult and work across policy areas – as well as with the businesses sector and civil society – in an unprecedented way. This report provides evidence from OECD countries and partner economies on how public governance practices can be strengthened to help implement the SDGs. It looks at whole-of-government co-ordination, policy coherence and integrity, stakeholder engagement and open government, and the strategic use of budgeting, procurement and regulatory tools.

City-to-city partnerships and decentralised development co-operation (DDC) can play a key role in advancing the SDGs and in addressing global megatrends, the aftermath of the COVID-19 pandemic and other shocks. This report discusses the framework conditions for effective city-to-city partnerships and takes stock of existing monitoring and evaluation mechanisms.

Global demographic, climate and digitalisation megatrends are transforming the policy environment in Flanders, Belgium. With strong economic performance, low unemployment and a well-educated population, Flanders is using the SDGs to respond to these megatrends in pursuit of the seven transition priorities outlined in its Vision 2050 policy framework, namely circular economy, smart living, industry, lifelong learning, caring and living together, transport and mobility, and energy. The SDGs provide a common language and framework to mobilise Flemish cities and municipalities, private sector, civil society and youth in such a transition. This is why, Flanders has also developed Focus 2030 with more concrete and mid-term objectives to adapt and implement the SDGs at regional level. The report argues that a territorial approach to the SDGs can accelerate the transition to more sustainable pathways in Flanders if federal, regional, provincial and local sustainable development strategies are strategically aligned, and sufficient funding from both public and private sectors is ensured for innovative sustainability solutions.
