Techniques developed for enclosing viable natural planktonic ecosystems pro vided the opportunity for prolonged and detailed investigation of dynamic events within the pelagic system of a known water body. Recent investigations into plankton ecology, using enclosure systems in dif ferent marine environments, are discussed in relation to the data obtained from the Nanaimo, British Columbia, Canada, plastic-sphere experiments of 1960 and 1962. Three types of modern enclosure experiments are recognized: floating systems within nutrient levels maintained or running down, and benthic attached systems. The review largely discusses results from the two kinds of floating systems. Processes at several trophic levels have been investigated in enclosures. This review attempts to draw together details from all experimental systems to emphasize the enclosures' contribution to our understanding of planktonic systems. Enclosures made it possible to examine primary production processes, particularly in relation to inorganic nutrient availability and water-column sta bility. Recent experiments have used the understanding of these processes as a management technique in maintaining different planktonic systems. Relation ships between primary and secondary trophic levels are not always easy to inter pret, since the growth of primary carnivore populations can often determine the survival of zooplankton populations. Nevertheless, the development of co horts of herbivorous zooplankton has been followed in several enclosures, yield ing useful information on development times and production rates. In enclosed systems it is thus possible to directly relate tertiary level production to inorganic nutrient input, and to calculate production rates and exchange efficiencies at several trophic levels.

Today western nations consume annually only a small percentage of their resources from the sea, despite the proclamation of Exclusive Economic Zones (EEZ) by many. In contrast, most Pacific Basin Countries obtain more than a quarter of their annual needs from the ocean. Determination of greater rewards from the development of marine resources is markedly inhibited by the limited technical abilities available to locate and assess them. Knowledge of Exclusive Economic Zone resources is schematic and generalised, and a detailed understanding of the geology and processes relating to the economic use of the seafloor is both fragmentary and very basic. Technology for mapping the mineral resources of continental shelves and ocean areas, except in active offshore hydrocarbon provinces, has been largely developed in pursuit of scientific objectives and competence to rapidly appraise economic potential is limited. Similarly, the capability to characterise and evaluate the other resources of the seas is rudimentary. The development of ocean resources will become increasingly urgent as the growth of the world population and the depletion of land reserves combine to enhance demand. Also, increasing environmental constraints will limit the availability of traditional land-based resources; nevertheless, new offshore development must proceed in a manner whereby the marine environment is not plundered but protected and conserved. The challenge to develop ocean resources with responsible environmental stewardship will require greater leadership than the development of the technologies of exploitation.

The ocean today has become a site of continuous observation and experiment, as probes ride the ocean currents and autonomous and remotely operated vehicles peer into the abyss. Now in its 13th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, Panama Canal, ECOSOC, UNEP and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, UNESCO/IOC. As in the previous volumes, documents which were issued in the course of 1997 are reproduced, while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1992 UN Law of the Sea Convention into force on 16th November 1994 and of the Part XI Agreement - on 28 July 1996, and progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come.
