IT is a wonderful fact in the swift expansion of mechanical knowledge and appliances of the last hundred years that while for unknown ages the wind was the only propelling force used for purposes of navigation, apart from the rude application of power through oars worked by men, the whole scheme of steam transport has grown, practically, to its present wonderful perfection within the lifetime of men yet living. Of course, the idea, as is that of all great inventions, was one of slow growth. It cropped up at various stages through the eighteenth century, and there are faint evidences of gropings in this direction in the latter part of the seventeenth; but these latter were not much more definite than the embodiment of the idea of the telegraph in Puck’s girdle round the earth, and the evidence that men really thought of propelling boats by steam is very meagre until we come to the pamphlet written by Jonathan Hulls, in 1737, in which he gave utterance to a very clear and distinct idea in the matter. It struggled through a very backward infancy of fifty years and more, certain memorable names appearing now and then to help it along, as that of Watt (without whose improvements in the steam-engine it must still have remained in swaddling-clothes), Fitch, De Jouffroy, Rumsey, Symington, and finally Fulton, who, however much he may have learned from his predecessors, has unquestionably the credit of putting afloat the first commercially successful steamboat. He is thus worthy of all the honor accorded him; much of it came too late, as he died at the comparatively early age of fifty, after passing through the harassments which seem naturally to lie in the path of the innovator. A graphic history of the wonderful changes wrought in this great factor of the world’s progress was set forth during the summer of 1886, at the International Exhibition at Liverpool, where, by model and drawing, the various steps were made more completely visible and tangible than, perhaps, ever before. True, the relics of the earlier phases of the steamship age, when its believers were but few and generally of small account, were sparse, but the exhibits of later models, from the date of the inception of transatlantic traffic, preparations for which were begun in earnest by laying down the steamship Great Western in 1836, were frequent enough, and the whole of the steps in the development of the means of ocean traffic from then till now were sufficiently well shown.

The wonderful and brave story of ships and men here presented needs but the briefest introduction. The deeds will forever remain one of the most glorious chapters in the chronicles of the sea. No excuse is offered for adding another volume to the literature of the war, for the subject is deserving of greater attention than has hitherto been possible. Lord Jellicoe once remarked that he did not think English people realized the wonderful work which these mystery ships had done in the war, and that in these vessels there had been displayed a spirit of endurance, discipline, and courage the like of which the world had never before seen. To few naval historians, I believe, has it ever been permitted to enjoy such complete opportunities for acquiring authentic information as is here presented. Unquestionably the greatest sphere of Q-ship operations was off the south-west coast of Ireland, owing to the fact that the enemy submarines from the summer of 1915 to 1918 concentrated their attacks, with certain intervals, on the shipping in the western approaches to the British Isles. It was my good fortune during most of this period to be at sea patrolling off that part of Ireland. These Q-ships were therefore familiar in their various disguises at sea or in harbour at Berehaven and Queenstown during their well-earned rest. Throughout this time I kept a diary, and noted down much that would otherwise have been forgotten. Many of the Q-ship officers were my personal friends, and I have enjoyed the hospitality of their ships. Valuable data, too, were obtained from officers of merchant ships who witnessed Q-ships engaging submarines. A considerable number of authentic manuscripts has been examined. By the courtesy of commanding officers I have been lent documents of priceless historical value, such as copies of official reports and private diaries, plans, sketches, photographs, and so on.

Sustained by a skilled work force and the Pennsylvania iron and steel industry, Philadelphia shipbuilders negotiated the transition from wooden to iron hull construction earlier and far more easily that most other builders. Between the Civil War and World War I, Philadelphia emerged as the vital center of American shipbuilding, constructing a wide variety of vessel types such as passenger liners, freighters, battleships, and cruisers. In Ships for the Seven Seas, Thomas R. Heinrich explores this complex industry from the workshop level to subcontracting networks spanning the Delaware Valley. He describes entrepreneurial strategies and industrial change that facilitated the rise of major shipbuilding firms; how naval architecture, marine engineering, and craft skills evolved as iron and steel overtook wood as the basic construction material; and how changes in domestic and international trade and the rise of the American steel navy helped generate vessel contracts for local builders. Heinrich also examines the formation of the military-industrial complex in the context of naval contracting. Contributing to current debates in business history, Ships for the Seven Seas explains how proprietary ownership and batch production strategies enabled late nineteenth-century builders to supply volatile markets with custom-built steamships. But large-scale naval construction in the 1920s eroded production flexibility, Heinrich argues, and since then, ill-conceived merchant marine policies and naval contracting procedures have brought about a structural crisis in American shipbuilding and the demise of the venerable Philadelphia shipyards.
