Excerpt from News Notes of California Libraries, Vol. 4: Nos; 1 4; January October, 1909 The people of the State of California, represented in senate and assembly, do enact as follows: section 1. The boards of supervisors of the several counties shall have power to' establish and maintain, within their counties, county library systems in the manner and with the functions prescribed in this act. Sec. The boards of supervisors of any county may establish and maintain such a county library system _of their own motion; but they shall be obliged to establish such a system, and to make rea sonable provision for its maintenance, within one year after they have been requested to do so in a petition signed by not less than one fourth of the electors whose names are on the great register in force on the day when such petition is filed with the said county board.
