The 'Belt and Road' initiative announced by Chinese President Xi Jinping in 2013 aims at reviving the ancient trade routes connecting China to Europe and Africa: the '21st Century Maritime Silk Road' and the inland 'Silk Road Economic Belt'. Both maritime and land routes of the New Silk Road meet Europe in the Baltics — a region accounting for some 150 million inhabitants representing 30% of the total EU population. The maritime route enters Europe through the Mediterranean Sea before reaching the largest European seaports of the North Sea and the Baltic Sea up to Saint Petersburg in Russia. The purpose of this report is to provide a comparative perspective of China's 'One Belt, One Road' initiative (OBOR), as seen from the various European Union (EU) member states. The Chinese leadership of cially launched this framework in autumn 2013, presenting it immediately as a key national concept and foreign policy priority for the years to come. Yet OBOR is not a formal policy or a well-de ned strategy, but rather a very broad conceptual framework for policies that aim at contributing to greater economic integration within Asia, between Asia and Europe, and between Asia and Africa through a diversity of activities and projects. At the heart of OBOR is a strategic approach to infrastructure development in a very broad sense. China’s New Silk Road initiative constitutes one of the most ambitious projects in recent decades designed to change the pattern of the global economic division of labour as well as the geostrategic balance of power.
