The 1994 Navy-wide Personnel Survey was completed by 4,589 enlisted personnel and 2,921 officers on topics related to detailing and the assignment process, quality of life, organizational climate, and health issues. Each of the topics was measured by several questions that were formed into opinion gauges ('scales') based on reliability analyses. The five previous Navy-wide Personnel Survey (NPS) questionnaires were screened for questions that appeared on two or more of the surveys. The data for those questions were retrieved from the corresponding data bases and depicted on graphs. The sampling represented 4-5% of the eligible enlisted and 11-13% of the eligible officer populations throughout the years. The overall return rates were between 44% and 47% of the entire sample, varying by paygrade. Positive and negative trends were obtained, while in some cases results remained the same from year to year. Although most of the trends in this report are statistically significant, the practical significance of those trends needs to be determined by program managers. Generally, officers hold more positive views than enlisted. The upward trends generally relate to the service member and family services area in which both officers and enlisted personnel showed improved satisfaction. The negative trends in the perception of naval personnel are in the areas of equal opportunities and sexual harassment.

This report summarizes the results of the 1998 Navy-wide Personnel Survey (NPS). The NPS has been conducted annually from 1990 to 1998 at the request of the Chief of Naval Personnel. The 1998 NPS examined the opinions of Sailors in a variety of areas including detailing, assignment, Quality of Life, organizational climate, job satisfaction, and health issues. The information from this survey is valuable to Navy leadership to assessing the impact of current and proposed personnel policies, procedures, and programs. Major findings from the 1998 NPS included the following: (1) most Sailors were satisfied with interactions with detailers; (2) most are satisfied with their job and work experiences however, satisfaction has declined from previous years; (3) over a third of the enlisted and half of the officers plan to stay until retirement; (4) satisfaction with leadership continues to decline; (5) greater numbers of Sailors report experiences with and support for gender integration; (6) Sailors were generally satisfied with Quality of Life programs ranging from education to housing; (7) most were satisfied with the quality and accessibility of Navy medical facilities, however, satisfaction with TRICARE continues to be very low.

The 2000 Navy-wide Personnel Survey (NPS) was administered to a random sample of 20,000 active duty officers and enlisted Sailors between October and December 2000. Completed questionnaires were accepted through December 31, 2000. The adjusted return rate was 33 percent. The NPS focuses on such topic areas as Sailor demographics, gender integration, training/education needs, leadership satisfaction, financial status, detailing, assignment, PERSTEMPO (i.e., time away from home), job characteristics, job satisfaction, career development, availability of resources, and overall satisfaction with Navy life. Results were statistically weighted to allow for generalization of sample results to the entire Navy population. Responses to the survey for officers and enlisted Sailors are presented in statistical tables, which are reported by paygrade, race, and gender.
