Officials of Navajo County, Holbrook, Pinetop-Lakeside, Show Low, Snowflake, Taylor, and Winslow prepared the first set of Single Jurisdiction Multi-Hazard Mitigation Plans (an unincorporated county plan and six city/town plans), to reduce the impacts of natural and human-caused hazards. These 2006 Plans were approved by FEMA in September 2006 and January 2007. The Arizona Division of Emergency Management (ADEM) hired JE Fuller/Hydrology & Geomorphology, Inc., for plan updating. Navajo County reconvened a multi-jurisdictional team of representatives from the jurisdictions, county and local departments and organizations, and ADEM. The Planning Team met from November 2010 to March 2011, to update the 2006 Plans, resulting in the Navajo County Multi-Jurisdictional Hazard Mitigation Plan.

This Plan was prepared to guide hazard mitigation to better protect the people, property, community assets and land from the effects of hazards. This Plan demonstrates the communities' and tribe's commitment to reducing the risks from hazards and serves as a tool to help decision makers direct mitigation activities and resources. The Plan was also developed to make the participating communities and tribe eligible for certain types of Federal disaster assistance and hazard mitigation grant funding.
