The Other Space Race is a unique look at the early U.S. space program and how it both shaped and was shaped by politics during the Cold War. Eisenhower’s “New Look” expanded the role of the Air Force in national security, and ultimately allowed ambitious aerospace projects, namely the “Dyna-Soar,” a bomber equipped with nuclear weapons that would operate in space. Eisenhower’s space policy was purely practical, creating a strong deterrent against the use of nuclear arms against the United States. With the Soviet launch of Sputnik in 1957, the political climate changed, and space travel became part of the United States’ national discourse. Sambaluk explores what followed, including the scuttling of the “Dyna-Soar” program and the transition from Eisenhower’s space policy to John Kennedy’s. This book analyses the rationale and history of space programs in countries of the developing world. Space was at one time the sole domain of the wealthiest developed countries. However, the last couple of decades of the twentieth century and the first decade of the twenty-first century have witnessed the number of countries with state-supported space programs blossom. Today, no less than twenty-five developing states, including the rapidly emerging economic powers of Brazil (seventh-largest), China (second-largest), and India (fourth-largest), possess active national space programs with already proven independent launch capability or concrete plans to achieve it soon. This work places these programs within the context of international relations theory and foreign policy analysis. The author categorizes each space program into tiers of development based not only on the level of technology utilised, but on how each fits within the country's overall national security and/or development policies. The text also places these programs into an historical context, which enables the author to demonstrate the logical thread of continuity in the political rationale for space capabilities generally. Protecting Earth's environment and other solar system bodies from harmful contamination has been an important principle throughout the history of space exploration. Three recent developments have greatly increased interest in the search for life on Mars. The first is new information about the Martian environment including evidence of a watery past and the possibility of atmospheric methane. The second is the possibility of microbial viability on Mars. Finally, the Vision for Space Exploration initiative included an explicit directive to search for the evidence of life on Mars. These scientific and political developments led NASA to request the NRC's assistance in formulating an up-to-date integrated astrobiology strategy for Mars exploration. Among other topics, this report presents a review of current knowledge about possible life on Mars; an astrobiological assessment of current Mars missions; a review of Mars-mission planetary protection; and findings and recommendations. The report notes that the greatest increase in understanding of Mars will come from the collection and return to Earth of a well-chosen suite of Martian surface materials.
