The past 50 years have witnessed a revolution in computing and related communications technologies. The contributions of industry and university researchers to this revolution are manifest; less widely recognized is the major role the federal government played in launching the computing revolution and sustaining its momentum. Funding a Revolution examines the history of computing since World War II to elucidate the federal government's role in funding computing research, supporting the education of computer scientists and engineers, and equipping university research labs. In the summer of 1803, Thomas Jefferson sent Meriwether Lewis and William Clark on a journey to establish an American presence in a land of unqualified natural resources and riches. Is it fitting that, on the 200th anniversary of that expedition, the United States, together with international partners, should embark on another journey of exploration in a vastly more extensive region of remarkable potential for discovery. Although the oceans cover more than 70 percent of our planet's surface, much of the ocean has been investigated in only a cursory sense, and many areas have not been investigated at all. Exploration of the Seas assesses the feasibility and potential value of implementing a major, coordinated, international program of ocean exploration and discovery. The study committee surveys national and international ocean programs and strategies for cooperation between governments, institutions, and ocean scientists and explorers, identifying strengths, weaknesses, and gaps in these activities. Based primarily on existing documents, the committee summarizes priority areas for ocean research and exploration and examines existing plans for advancing ocean exploration and knowledge.

The United States embarked on bold polices to enhance its food and agricultural system during the last half of the 19th century, investing first in the education of people and soon thereafter in research and discovery programs aimed at acquiring new knowledge needed to address the complex challenges of feeding a growing and hungry nation. Those policies, sustained over 125 years, have produced the most productive and efficient agricultural and food system in history. The U.S. Department of Agriculture (USDA) is the primary agency responsible for supporting innovations and advances in food and agriculture. USDA funds are allocated to support research through several mechanisms, including the Agriculture and Food Research Initiative (AFRI). In 2008, Congress replaced USDA's National Research Initiative with AFRI, creating USDA's flagship competitive research grants program, and the 2008 Food, Conservation, and Energy Act, known as the Farm Bill, outlined the structure of the new program. Spurring Innovation in Food and Agriculture assesses the effectiveness of AFRI in meeting the goals laid out by Congress and its success in advancing innovations and competitiveness in the U.S. food and agriculture system. Spurring Innovation in Food and Agriculture evaluates the value, relevance, quality, fairness, and flexibility of AFRI. This report also considers funding policies and mechanisms and identifies measures of the effectiveness and efficiency of AFRI's operation. The study examines AFRI's role in advancing science in relation to other research and grant programs inside of USDA as well as how complementary it is to other federal research and development programs. The findings and conclusions of this report will help AFRI improve its functions and effectiveness in meeting its goals and outcomes.

Researchers, historians, and philosophers of science have debated the nature of scientific research in education for more than 100 years. Facilitating Interdisciplinary Research examines current interdisciplinary research efforts and recommends ways to stimulate and support such research. Advances in science and engineering increasingly require the collaboration of scholars from various fields. This shift is driven by the need to address complex problems that cut across traditional disciplines, and the capacity of new technologies to both transform existing disciplines and generate new ones. At the same time, however, interdisciplinary research can be impeded by policies on hiring, promotion, tenure, proposal review, and resource allocation that favor traditional disciplines. This report identifies steps that researchers, teachers, students, institutions, funding organizations, and disciplinary societies can take to more effectively conduct, facilitate, and evaluate interdisciplinary research programs and projects. Throughout the report key concepts are illustrated with case studies and results of the committee's surveys of individual researchers and university provosts.

In 2006 the National Institutes of Health (NIH) established the Clinical and Translational Science Awards (CTSA) Program, recognizing the need for a new impetus to encourage clinical and translational research. At the time it was very difficult to translate basic and clinical research into clinical and community practice; making it difficult for individual patients and communities to receive its benefits. Since its creation the CTSA Program has expanded, with 61 sites spread across the nation's academic health centers and other institutions, hoping to provide catalysts and test beds for policies and practices that can benefit clinical and translation research organizations throughout the country. The NIH contracted with the Institute of Medicine (IOM) in 2012 to conduct a study to assess and provide recommendations on appropriateness of the CTSA Program's mission and strategic goals and whether changes were needed. The study was also address the implementation of the program by the National Center for Advancing Translational Sciences (NCATS) while exploring the CTSA's contributions in the acceleration of the development of new therapeutics. A 13-member committee was established to head this task; the committee had collective expertise in community outreach and engagement, public health and health policy, bioethics, education and training, pharmaceutical research and development, program evaluation, clinical and biomedical research, and child health research. The CTSA Program at NIH: Opportunities for Advancing Clinical and Translational Research is the result of investigations into previous program evaluations and assessments, open-session meetings and conference class, and the review of scientific literature. Overall, the committee believes that the CTSA Program is significant to the advancement of clinical and translational research through its contributions. The Program would benefit from a variety of revisions, however, to make it more efficient and effective.

Our nation faces daunting challenges to its food and fiber system and to the condition of our natural resources in the coming decades. Rapid increases in world population and the pressure on resources generated by increasing per capita consumption as a result of increasing per capita income challenge the very basis of our standard of livingâ€"our food, fiber, and natural-resource base. As the nation faces the challenges, new technologies and new information systems are changing the face of biologic research. The US Department of Agriculture (USDA) has traditionally been the nation's primary public research engine in food, fiber, and natural resources. The National Research Initiative Competitive Grants Program (NRI) is a small part of that USDA research effort, but it accounts for a substantial portion of the nation's merit-based peer-reviewed fundamental research efforts in food, fiber, and natural resources. In 1997, USDA asked the National Research Council Board on Agriculture (now the Board on Agriculture and Natural Resources) to conduct an independent assessment of the NRI program. Specifically, USDA asked the Research Council to: perform a retrospective assessment of the quality and value of research funded by the program; determine whether the science and technology priorities in the major NRI programs are defined appropriately; assess how NRI activities complement other USDA programs, those of other federal agencies, and state programs in the private sector; and recommend the nature and content of changes for the future. This report summarizes the results of the committee's analysis. Chapter 2 summarizes the value of food, fiber, and natural resources-research to the United States, focusing on economic contributions and rates of return of food and fiber research. The committee's analysis of the quality, value, fairness, relevance, and responsiveness of the NRI competitive grants program is presented in chapter 3. Chapter 4 presents the committee's analysis of the role and scope of the NRI, including its scientific objectives, its value in training and education, and its complementarity with other research activities. The committee's analysis of NRI's priority-setting process and its research priorities is given in chapter 5. The committee's analysis of organizational and funding issues is given in chapter 6. Chapter 7 presents the committee's recommendations to improve the effectiveness of the NRI program. Additional supporting materials are found in appendixes A through I.

In 2010, more than 105,000 people were injured or killed in the United States as the result of a firearm-related incident. Recent, highly publicized, tragic mass shootings in Newtown, CT; Aurora, CO; Oak Creek, WI; and Tucson, AZ, have sharpened the American public's interest in protecting our children and communities from the harmful effects of firearm violence. While many Americans legally use firearms for a variety of activities, fatal and nonfatal firearm violence poses a serious threat to public safety and welfare. In January 2013, President Barack Obama issued 23 executive orders directing federal agencies to improve knowledge of the causes of firearm violence, what might help prevent it, and how to minimize its burden on public health. One of these orders directed the Centers for Disease Control and Prevention (CDC) to, along with other federal agencies, immediately begin identifying the most pressing problems in firearm violence research. The CDC and the CDC Foundation asked the IOM, in collaboration with the National Research Council, to convene a committee tasked with developing a potential research agenda that focuses on the causes of, possible interventions to, and strategies to minimize the burden of firearm-related violence. Priorities for Research to Reduce the Threat of Firearm-Related Violence focuses on the characteristics of firearm violence, risk and protective factors, interventions and strategies, the impact of gun safety technology, and the influence of video games and other media.

Minerals are part of virtually every product we use. Common examples include copper used in electrical wiring and titanium used to make airplane frames and paint pigments. The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals. This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.
