The main dam is a 950 foot long, 28 foot hydraulic height earth fill embankment structure with a 25 foot long concrete spliiway at the right abutment. There are also two earthfill enbankment dikes. The west dike is about 200 ft. lonmg and has a height of 6 ft. The east dike is 100 ft. long and about 13.5 ft. in height. The dam is judged to be in generally good condition and the dikes are in fair condition. The size classification is intermediate and the hazard potential is high.

The North Dam is a 318 ft. long earth dam with a maximum height of 34.7 ft. Generally, the dam is in fair condition. There are deficiencies which must be corrected. The main dam is comprised of a 1,100 foot long, 25 foot high main embankment, and a 1,200 foot, 10 foot high east dike. There are also 3 separate earth dikes designated dikes 2, 3 and 4. Dike 2 has a length of 310 feet. Dike 3 has a length of 700 feet and Dike 4 has a length of 700 feet. The test flood inflow from the 0.10 s.m. drainage area is 300 cfs. The storage capacity of the reservoir is enough to retain the entire test inflow. The dam and dikes are in generally good condition. However, due to excessive growth of brush and trees on the slopes and the lack of seismic stability investigation, the dam and dikes are rated fair.

Putnamville Reservoir was built in 1954 and is a pumped storage reservoir used for water supply. The reservoir is impounded by a 1,400-foot long dam, a 2,100-foot long dike on the east side and by a 700-foot long dike on the west side. Each of these structures is a zoned earthfill embankment with a reinforced concrete parapet at the top of the upstream slope. The parapets were added in 1978 when the elevation of the top of the reservoir was increased by 5 feet. A 360-foot long earthfill dike is also located on the south side of the reservoir. The spillway is a 30-foot long, modified ogee weir with the crest at El 79.8. The outlet is a 3-foot diameter prestressed concrete cylinder pipe that is also used to fill and drain the reservoir. The same deficiencies were observed at the dam, east dike, and west dike. These deficiencies are: seepage along the downstream toe, a dense growth of brush and trees at the toe and in the downstream areas, inadequate riprap in areas along the top of the upstream slope, and animal burrows on the downstream slope. At the dam, additional deficiencies are the accumulation of rocks and debris in the spillway channel and stilling basin; and the inadequate capacity of the low-level outlet. The only deficiency at the south dike is inadequate riprap on the upstream slope. The test flood outflow is 462 cfs, resulting in a reservoir level at El 82.3. The test flood would not overtop the dam or the dikes. Hydraulic analyses indicate that the spillway can discharge 960 cfs, or 208 percent of the test flood outflow before overtopping would occur.

Fernwood Lake is impounded by three separate earth embankment dams believed to have been built in 1877. (There is also a 325 ft. long South Dike separating a portion of the south end of the lake; however, it has a low hazard potential and thus was excluded from inspection.) East Dam is approximately 100 ft. long and has a maximum height of 5 ft. Its 8-in diameter outlet pipe has been blocked. West Dam is approximately 400 ft. in length and a maximum of 11 ft. in height. It has a 14-in. diameter low-level outlet. The main dam at the north end of the lake is 450 ft. in length, 19 ft. in height and has a 19 ft. long spillway crest. The main Fernwood Lake (North) Dam - MA 00184 was the subject of a previous Phase I Inspection Report dated April 1979. The East and West dams are both in poor condition, based on visual examination of the structures. Hydraulic analyses indicate that the test flood outflow of 370 cfs (inflow 475 cfs or 913 csm) would overtop East Dam by 0.5 ft. and that a freeboard of 1.5 ft. would remain at West Dam. (A freeboard of 1.6 ft. would remain at North Dam and South Dike would be overtopped by 0.3 ft.) With the water level at the top of East Dam, the spillway capacity at North Dam with flashboards in place is about 80 cfs or 22 percent of the peak test flood outflow.

Manchester Pond Dam, constructed in 1963, is a compacted zoned earthfill embankment about 1,510 ft. long with and impervious core. There are also four dikes or embankments on the reservoir rim. These dikes vary in length from 140 ft. to 915 ft., in height from 7 ft. to 16 ft., and all have a 15 ft. wide crest. A 15 ft. long ogee spillway crest is located on the right abutment of the dam. An outlet control structure is located about 200 ft. left of the right abutment. The reservoir can be drawn down by means of an 18 in. dia. pipe or a 48 in. dia. pipe. The routed test flood outflow (95 cfs) would not overtop the dam. The spillway can pass the routed test flood outflow with about 2.2 ft. of surcharge to top of dam. The dam is judged to be in generally fair condition. There is minor seepage at the downstream toe. Brush and tree growth have taken a firm stand on the downstream slope, where several animal burrows were noted, and minor erosion along one area of the downstream slope was also evident. All four dikes or embankments are judged to be in good condition. There was no evidence of seepage along the dikes. Brush and tree growth have taken a firm stand on the crest and downstream slope of the dikes. The outlet facilities are all in good working condition. There is no adequate means of low level withdrawal.

Overlook Reservoir Dam is a 370 foot long, 47 foot high, earth embankment structure with a masonry core wall and a stone masonry gatehouse. There is a separate 900 foot long, 25 foot high dike with an 10 foot long concrete channel spillway, located along the northern part of the reservoir. The visual inspection indicated the dam and dike to be in generally fair condition. Heavy vegetation, animal burrows, surficial sloughing and erosion were observed on the side slopes of the dam. Excessive tree growth and seepage was observed at the dike. Leakage into the valve chamber located upstream of the chlorination building was observed and the functionability of the control valves at the facility are questionable. The test flood outflow requires only 5 percent of the spillways capacity. Therefore, neither the dam or dike would be overtopped by the test flood.
