This dam was inspected on 19 and 28 November 1979 by Storch Engineers under contract to the State of New Jersey. The State, under agreement with the U.S. Army Engineer District, Philadelphia, has this inspection performed in accordance with the National Dam Inspection Act, Public Law 92-367. Clinton Mills Dam, initially listed as a 'high' hazard potential structure, but reduced to a 'significant' hazard potential structure as a result of this inspection, is judged to be in fair overall condition. The dam's spillway is considered inadequate because a flow equivalent to five percent of the Spillway Design Flood - SDF- would cause the dam to be overtopped. (The SDF, in this instance, is one half of the Probable Maximum Flood.).

The dam appeared to be in a generally satisfactory condition with the water level at normal pool elevation at the time of inspection. The is a crescent-shaped structure (see Figure 2) constructed on a gentle and uniformly sloping hillside. Matted grass on the crest indicates the presence of an occasional vehicle, although severe rutting was not observed. Heavy brush and an occasional young conifer were noted in scattered areas on the left half of the downstream embankment, while somewhat thinner growth covered the upstream face of the dam. The alignment of the crest is satisfactory. No slumping, cracking, or seepage was observed although some rodent burrows were noted on the downstream slope and light erosion was evident at several locations on the upstream face.

Camp Beisler Dam is an earthfill dam with a concrete drop inlet, the main spillway, located in the center of the dam. In addition there is an auxiliary spillway at the right end of the dam. The overall condition of the dam is good. There are no signs of distress or instability in the embankment. Possible seepage was observed approximately 100 feet from the left end of the dam. The low-level outlet was not opened and is not used. The hazard potential is recommended to be downgraded from 'high' to 'significant'. Camp Beisler Dam is considered inadequate in view of its lack of spillway capacity to pass the SDF (1/2 PMF) without overtopping the dam. The spillway is capable of passing a flood equal to 30.5 percent of the PMF (61 percent of the 1/2 PMF), and is assessed as 'inadequate'. At present, the engineering data available is not sufficient to make a definitive statement on the stability of the dam, but based on the findings of the visual inspection, the preliminary assessment of static stability is that it is satisfactory.
