This report cites results of a technical investigation as to the dam's adequacy. The inspection and evaluation of the dam is as prescribed by the National Dam Inspection Act, Public Law 92-367. The technical investigation includes visual inspection, review of available design and construction records, and preliminary structural and hydraulic and hydrologic calculations, as applicable. An assessment of the dam's general condition is included in the report. The dam appeared to be in a generally satisfactory condition with the water level at normal pool elevation at the time of inspection. The is a crescent-shaped structure (see Figure 2) constructed on a gentle and uniformly sloping hillside. Matted grass on the crest indicates the presence of an occasional vehicle, although severe rutting was not observed. Heavy brush and an occasional young conifer were noted in scattered areas on the left half of the downstream embankment, while somewhat thinner growth covered the upstream face of the dam. The alignment of the crest is satisfactory. No slumping, cracking, or seepage was observed although some rodent burrows were noted on the downstream slope and light erosion was evident at several locations on the upstream face.

Pottersville Reservoir Dam is a rubble masonry gravity dam with a concrete core. It has a height of 20.8 feet and an overall length of approcimately 180 feet. The dam is comparised of three sections: a wingwall on the left and on the right; and a 50 foot spillway in the center. The spillway is a broad crested weir with a 20 foot wide notch, three inches deep, in the center. The crest of the natch is 3.0 feet below the top of the wingwalls. The low-level outlet consists of two 16-inch cast iron pipes through the spillway. The overall condition of the dam is fair. There are no major signs of distress or instability in the dam. Minor seepage was observed in downstream face of the right wingwall just right of the spillway. A section of the masonry facing on the downstream slope of the left wingwall has sloughed off. Pottersville Reservoir Dam is considered inadequate in view of its lack of spillway capacity to pass the SDF (1/2 PMF) without overtopping the dam. The spillway is capable of passing a flood equal to 8 percent of the PMF (16 percent of the 1/2 PMF), and is assessed as 'inadequate'.

This dam was inspected on 19 and 28 November 1979 by Storch Engineers under contract to the State of New Jersey. The State, under agreement with the U.S. Army Engineer District, Philadelphia, has this inspection performed in accordance with the National Dam Inspection Act, Public Law 92-367. Clinton Mills Dam, initially listed as a 'high' hazard potential structure, but reduced to a 'significant' hazard potential structure as a result of this inspection, is judged to be in fair overall condition. The dam's spillway is considered inadequate because a flow equivalent to five percent of the Spillway Design Flood - SDF- would cause the dam to be overtopped. (The SDF, in this instance, is one half of the Probable Maximum Flood.).
