Based on the criteria established for these studies, Freethy Dam is judged to be unsafe, nonemergency, because the spillway capacity is seriously inadequate. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. Based on the size of the dam and reservoir, the 1/2 PMF is selected as the SDF. The existing spillway will pass only about 2 percent of the PMF before overtopping of the dam occurs. It is judged that the dam could not withstand the depth and duration of overtopping during storms of only 20 percent of the PMF. Failure of the dam would cause an increased hazard for loss of life downstream. Overall, the dam is judged to be in good condition.

Based on available records, visual inspection, calculations, and past performance, Kellow Lake Dam is judged to be in fair condition. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. Based on the downstream conditions, the 1/2 PMF is selected as the SDF. Under existing conditions the spillway will pass only about 22 percent of the PMF. If all stoplogs were removed from the spillway, the spillway would pass about 51 percent of the PMF. The spillway capacity is rated as adequate provided that all stoplogs are removed. Potential stability problems exist for the dam. A slope failure occurred over one reach at an unknown time in the past. Although the damage in that reach does not appear to be serious, a similar failure could occur in a more critical area and threaten the overall stability of the dam. In addition, steel beams that support the roof of the spillway outlet channel are badly corroded and create a hazardous condition. Although some maintenance has been performed, the program should be expanded to correct all deficiencies.

The visual inspection and review of available design and construction information indicate that Bronson Pond Dam is in fair condition. The primary deficiency noted during the inspection was the lack of any spillway or outlet facilities for the dam. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between the 100-year flood and one-half the Probable Maximum Flood (PMF). Based on the size of the dam and reservoir, and the downstream conditions, the 100-year flood has been selected as the SDF. The hydrologic and hydraulic computations indicate that the combinations of reservoir storage and overflow discharge capacity pass the 100-year flood without overtopping the dam. For this reason, the overflow capacity for Bronson Pond Dam is considered to be inadequate.

The existing spillway will pass only about 23 percent of the Probable Maximum Flood (PMF) before overtopping of the dam occurs. It is judged that the dam could not withstand the depth and duration of overtopping that would occur for the 1/2 PMF. Failure of the dam would cause an increased hazard for loss of life downstream. Overall, the dam is in good condition. The maintenance of the dam is considered to be good; only a few minor maintenance deficiencies were observed. The other deficiencies observed were low spillway walls and an inoperable outlet works.

Based on visual inspection, the Deckers Dam is judged to be in good condition. The spillway capacity of Deckers Dam is rated as adequate. The unknown condition of the valve, regulating flow through the outlet pipe, precluded assessment of the outlet works. Observations during pressure flow conditions in the outlet pipe are essential to the safety evaluation of the dam. A ready access to an operable valve, or other method of drawing down the reservoir level during emergencies, is required. Although the dam and appurtenances appear to be in good repair, there is no formal maintenance program for the facility. There is no warning system and evacuation plan in effect at the present time.
