The U.S. Department of Transportation (USDOT) supports President Clinton's goal of a balanced, intermodal transportation system, one which is safer, more efficient, and less polluting. This includes supporting intercity passenger rail. The USDOT has fought for Amtrak funding, upgraded the Northeast Corridor, made rail safety a national priority, and supported high-speed rail research and development. Although highway and transit programs have been the focus under the Intermodal Surface Transportation Efficiency Act (ISTEA) legislation, its successor, the National Economic Crossroads Transportation Efficiency Act (NEXTEA), is giving the USDOT a chance to make its programs truly intermodal, and to give intercity rail the sustained support it deserves.

This document describes critical research needs for the short- and long-term future development of intercity passenger rail as a viable mode and component of the national transpotration system. These needs were identified in response to the call for research that was articulated during the National Conference on Critical Issues for the Future of Passenger Rail in June 1997. Transportation Research Board (TRB) Committees A1E13, A2M02, and A2M05 developed these recommendations subsequent to this conference. The contents are organized in four sections. Section 1 contains a summary of the research statements. Section 2 provides background information and discusses implementation considerations and dissemination of research outputs. Section 3, Research Track, contains two research problem statements that propose to collect literature and data on intercity passenger rail in the United States and internationally. Section 4, Analysis Track, contains three research problem statements which propose that the value (from economic, social, and environmental perspectives), management and financing, and infrastructure of the intercity passenger rail system should be assessed by using the data and information that would be collected in the research track.

North America faces a transportation crisis. Gas-guzzling SUVs clog the highways and air travelers face delays, cancellations, and uncertainty in the wake of unprecedented terrorist attacks. New Departures closely examines the options for improving intercity passenger trains' capacity to move North Americans where they want to go. While Amtrak and VIA Rail Canada face intense pressure to transform themselves into successful commercial enterprises, Anthony Perl demonstrates how public policy changes lie behind the triumphs of European and Japanese high-speed rail passenger innovations. Perl goes beyond merely describing these achievements, translating their implications into a North American institutional and political context and diagnosing the obstacles that have made renewing passenger trains so much more difficult in North America than elsewhere. New Departures links the lessons behind rail passenger revitalization abroad with the opportunity to recast the policies that constrain Amtrak and VIA Rail from providing efficient and effective intercity transportation.
