The U.S. government technical report is a primary means by which the results of federally funded research and development (R&D) are transferred to the U.S. aerospace industry. However, little is known about this information product in terms of its actual use, importance, and value in the transfer of federally funded R&D. To help establish a body of knowledge, the U.S. government technical report is being investigated as part of the NASA/DOD Aerospace Knowledge Diffusion Research Project. In this report, we summarize the literature on technical reports and provide a model that depicts the transfer of federally funded aerospace R&D via the U.S. government technical report. We present results from our investigation of aerospace knowledge diffusion vis-a-vis the U.S. government technical report, and present the results of research that investigated aerospace knowledge diffusion vis-a-vis U.S. academic librarians and technical information specialists as information intermediaries. A study was undertaken that investigated the relationship between the use of U.S. government technical reports by U.S. aerospace engineers and scientists and selected institutional and sociometric variables. Survey research is the methodology used for the study. Data were collected by means of a self- administered mail questionnaire. The approximately 34 000 members of the American Institute of Aeronautics and Astronautics (AIAA) served as the study population. The response rate for the survey was 70 percent. A dependent relationship was found to exist between the use of U.S. government technical reports and three of the institutional variables (academic preparation, years of professional aerospace work experience, and technical discipline). The use of U.S. government technical reports was found to be independent of all of the sociometric variables. The institutional variables best explain the use of U.S. government technical reports by U.S. aerospace engineers and scientists.
