The action involves the construction on channel modifications and related works, including interior drainage facilities along a 37 mile reach of the Souris River, Minot, North Dakota. This modification of approximately 37 miles of channel would require approximately 405 acres of woodland and disposal of approximately 2,200,000 cubic yards of excavated material over 150 acres. Turbidity and disruption of habitat for terrestrial and aquatic organisms would result.

The North Dakota State Historical Society provided an archaeological and historic sites survey of the channel modifications on the Souris River in the vicinity of Minot, North Dakota and the areas of the Burlington Dam and Lake. No materials of historic or archaelogical importance were found. However, three rock cairns, one earth mound, one stone alignment, one possible stone fireplace, three whole and two partial stone rings, and two instances of isolated artifacts were found in the Burlington Dam area. It is recommended that the Historical Society be notified of any archaeological materials found during construction and work in the area of the find be suspended until the site can be investigated by an archaeologist.
