Excerpt from Massachusetts Soldiers, Sailors, and Marines in the Civil War, Vol. 1 The movement to provide for the compilation and publication of a revised record of the Massachusetts soldiers, sailors, and marines in the military and naval service of the United States in the Civil War was inaugurated about the time of the spanish-ameri can War and found embodiment in Chap. 475 of the Acts of 1899. This act established a bureau of the Office of the adjutant general, to be presided over by a board of three commissioners, which board was to consist of the adjutant gen eral, the secretary of the commonwealth, and the auditor, and was to have general super vision Of the entire work. The commissioners were authorized to appoint some suitable person to have direct charge of the compilation of the records, and the archives of the adjutant general's office were to be open and accessible to him. The particulars which were to be stated in the record of each soldier, sailor, and marine were explicitly set forth, and the publication and distribution of the records were provided for. To carry out the provisions of the act the commission was authorized to expend the sum of ten thousand dollars annually. The original commission was made up of Adjutant General Samuel Dalton, Secre tary of the Commonwealth William M. Olin, and State Auditor John W. Kimball, all of whom had distinguished themselves and honored the commonwealth by years of faithful service both in the Union army and in civil life. Excerpt from Massachusetts in the Army and Navy During the War of 1861-1865, Vol. 2 The following list of naval officers, with their records, has been in course of gradual preparation for many years, under a resolve of the Massachusetts Legislature, approved March 31, 1875, providing for "a full list, as nearly as may be practicable, of the officers, sailors and marines of Massachusetts who served in the navy during the late civil war, on the quota of Massachusetts, designating the name, age, rank and residence of each at the time of appointment or enlistment, with date of discharge or resignation and the reason therefor; the vessels and squadrons to which attached; also, the name of town or city, if any, upon whose quota said officers or seamen were credited." Resolves of 1875, c. 15. This was modified five years later by a resolve, approved Feb.18, 1880, providing for the inclusion in this report of "the names and record of all persons who served in any capacity in the United States navy, in the late civil war, who had their residence in Massachusetts at the time of said service." Resolves of 1880, c. 8. The original intention, as stated in the resolve, was to have this report published in a volume by itself, uniform with the "Record of Massachusetts Volunteers." The work of preparation proved, however, to be very much more laborious and difficult than was expected. Since 1885 it has been entirely in charge of Captain Charles W. Wilson, of the Adjutant-General's Department, who has bestowed upon it an immense amount of labor, and whose thoroughness and accuracy are recognized by all who have come in contact with him. Even he has not yet been able to bring the list of sailors into condition for publication, and as this is the case, he has consented to publish the list of officers, as a partial report in connection with this work, an arrangement which is eminently satisfactory to all concerned.
