The aim of this book is to investigate contemporary processes of metropolitan change and approaches to planning and governing metropolitan regions. There is little question today that processes of globalization affect national and local economies, governance processes, and conditions for economic competitiveness in the major urban regions of the world. In most liberal-democratic countries, these processes are occurring according to a rationale which attempts to combine strategies of state-supported development with increasing local-regional governmental decentralization and autonomy. This report documents and presents the results of a study of institutional barriers to intermodal transportation policies and planning. Stakeholder interviews, a literature review and a national survey of 421 transit agencies, MPOs, and state DOTs were utilized to identify 13 organizational, interjurisdictional, and resource barriers to intermodal planning. Findings of the study suggest that building community support, adequate funding, education, and leadership commitment are the primary driving forces that can improve intermodal planning practices. Structure, procedure, and leadership provide the decision-making context for intermodal planning, that is, they enable (or restrict) the regional or local decision-making process. Ten context-shaping recommendations are offered. Action planning sessions held in Albuquerque, New Mexico; Austin, Texas; and Queens, New York indicated that a number of attributes can enhance the local intermodal planning process.

Australia has long been a highly (sub)urbanized nation, but the major distinctive feature of its contemporary settlement pattern is that the great majority of Australians live in a small number of large metropolitan areas focused on the state capital cities. Building on the editors’ previous collection The Australian Metropolis: A Planning History (2000), this new book examines the recent history of metropolitan planning in Australia since the beginning of the twenty-first century. After a historical prelude, the book is structured around a series of six case studies of metropolitan Melbourne, Sydney, Adelaide, Perth, the fast-growing metropolitan region of South-East Queensland centred on Brisbane, and the national capital of Canberra. These essays are contributed by some of Australia’s leading urbanists.
