Floods are by far the most devastating of all weather-related hazards in the United States. The National Weather Service (NWS) is charged by Congress to provide river and flood forecasts and warnings to the public to protect life and property and to promote the nation's economic and environmental well-being (such as through support for water resources management). As part of a modernization of its technologies and organizational structure, the NWS is undertaking a thorough updating of its hydrologic products and services and the activities that produce them. The National Weather Service Modernization Committee of the National Research Council undertook a comprehensive assessment of the NWS' plans and progress for the modernization of hydrologic and hydrometeorological operations and services. The committee's conclusions and recommendations and their related analysis and rationale are presented in this report.

ÿWorldFish and the International Centre for Climate Change and Development (ICCCAD) held a two-day workshop on the topic of Weather Index-Based Insurance: Lessons Learned and Best Practices for Bangladesh. Weather index insurance is based on a predefined weather event which when triggered ensures automatic payout to farmers who have taken out insurance. For example, the climatic trigger could be a predefined consecutive number of days where rainfall is below a set level or when the floodwater level reaches above a certain point. Index insurance has been operating for about 10 years in many countries but is still at an early stage in Bangladesh, where there are two schemes currently being piloted and three other projects being developed. The aim of the two-day workshop was twofold: to ascertain the present state of index insurance in Bangladesh and elsewhere, and to work together to identify ways forward.

Meteorological and climate data are indeed essential both in day-to-day energy management and for the definition of production and distribution infrastructures. For instance, the supply of electricity to users can be disturbed by extreme meteorological events such as thunderstorms with unusually strong winds, severe icing, severe cold spells, sea level elevation associated with storm surges, floods ... To be protected against such events, it is not sufficient to act after they have taken place. It is necessary to identify their potential impacts precisely and assess the probability of their occurrence. This book shows that this can only be done through an enhanced dialogue between the energy community and the climate and meteorology community. This implies an in-depth dialogue between actors to define precisely what kind of data is needed and how it should be used. Météo-France has been in long-term cooperation with the energy sector, including the fields of electricity production and distribution. Drawing on this experience, it should be noted in this respect the importance of lo- term partnership between actors as exemplified here by the message of EDF.
