"Language and cultural training are force multipliers for the Department of Defense (DoD). They build bridges, facilitate communication, foster understanding, and form the foundations of partnerships that are necessary to ensure U.S. vital interests are met around the globe. Both aid in the use of soft power, using influence and power to build networks within partner and allied nations to help shape economic and political conditions favorable to the U.S., rather than relying solely on hard power, the use of military force. Understanding language and culture can bridge seemingly impassible chasms. It provides the context for true understanding and communication. This context is true across the whole DoD and all its global missions; however, due to Africa’s linguistic diversity, USAFRICOM will be looked at specifically. To conduct this assessment, GAO analyzed DoD's Defense Language Transformation Roadmap, reviewed the military services' strategies for transforming language and regional proficiency capabilities, and assessed the range of efforts intended to help identify potential gaps. GAO recommends that DoD do the following: (1) develop a comprehensive strategic plan for its language and regional proficiency transformation, (2) establish a mechanism to assess the regional proficiency skills of its military and civilian personnel, and (3) develop a methodology to identify its language and regional proficiency requirements. DoD concurred with GAO's recommendations and stated it is taking related actions.

The Dept. of Defense (DOD) has emphasized the importance of developing language skills and knowledge of foreign cultures to meet current and future needs and is investing millions of dollars to provide language and culture predeployment training to its general purpose forces.
