Human communication is a constant, continuous, and dynamic phenomenon. You cannot not-communicate nor can you un-communicate. For an individual entity, there is only ONE communication. Not multiple, not varieties, only one. That one communication is the culmination of all that has been communicated by the entity until the "now" in time. You cannot go back and un-communicate something. You can only begin from the "now" to create the intended outcome. That outcome is always a negotiation with the receiver/audience/community to cultivate an agreed understanding. For a communication professional, understanding this fact is essential. No matter where you work, someone has been communicating something before you began. You cannot un-communicate it. You cannot create a new beginning; but you can begin now to create a new outcome. Research continues into the changes in communication wrought by the Internet and public expectations that are experiencing mercurial change. As best practices are now being developed, the Media Relations Handbook 2e can give you guidance and ideas that will spark your innovation.

TRB Special Report 289: Building the Road Safety Profession in the Public Sector examines the growing need for experts at all levels of government to develop and implement systems- and science-based approaches to road safety management. According to the committee that authored the report, the lack of professional recognition and comprehensive road safety education and training opportunities is threatening the ability of public agencies to build the knowledgeable and skilled road safety workforce that is needed to make safety advances. To address this need, the report recommends that the American Association of State Highway and Transportation Officials and the Governors Highway Safety Association forge a broad-based alliance of public, private, and educational organizations to champion the road safety profession. The report recommends that the alliance encourage states to take advantage of federal workforce training funds for the purpose of developing road safety professionals and to advocate comprehensive road safety education and training by universities, including the many publicly funded transportation and safety research centers. In addition, the report urges the alliance to explore the creation of one or more specialized institutes to provide comprehensive instruction and training for road safety professionals.

To carry out their wide array of vital duties supervisors require a whole toolbox of complex skills. This handbook was created with the purpose of supplying or, where already present, strengthening those skills. Assembled by a veteran police chief who served 15 years as a first-line supervisor, the book provides practical "how to" advice for confronting and mastering the multiple challenges of the first-line supervisor's life. Chances are, you are already a good leader. This handbook will make you better. It contains the information you will need to succeed as decision-maker, tactician, trainer, counselor, disciplinarian, and officer safety expert. It will help you accurately to evaluate your employees' job performance, serve as an integral part of the leadership team, and lead your people to deliver exceptional customer service. It will, in sum, serve as a true handbook for leadership success. As you doubtlessly have figured out for yourself, today's law enforcement employees are by no means identical in personality or work style to their predecessors of even a decade ago. But they are good people with outstanding potential. They, along with their more senior colleagues, are waiting for a great leader to bring out their best. That leader should be you. This handbook will equip today's capable first-line leader to excel in his or her vital role of influencing the future of policing. Surely nothing is more vital to an increasingly complex and too-often-troubled society.
