For as long as Kansas has been a state, water has always been an issue for policymakers. For years the Legislature has passed legislation dealing with the regulation of water. In 1981, the Legislature created the Kansas Water Authority. One role of the Kansas Water Authority is to make policy recommendations for inclusion in the State Water Plan. The State Water Plan Fund was created in 1989 to fund water-related projects and programs consistent with the objectives of the State Water Plan. This briefing paper briefly summarizes the financing and uses of the State Water Plan Fund and the role of the Kansas Water Authority in the policy process.
