Measuring the success of a project can be difficult in that success means something different to each person involved in the project. In an effort to determine measures of performance to define success, a method of measuring success objectively was developed. A literature search revealed seven common criteria were used to measure success: technical performance, efficiency of project execution, managerial and organizational implications, personal growth, project termination, technical innovativeness, and manufacturability and business performance. Limited to the viewpoints of the sponsor and the project manager, and consistent with the discounted cash flow (DCF) principles, a common focus was found in financial factors for evaluating success of a business venture.

In 1997, Congress, in the conference report, H.R. 105-271, to the FY1998 Energy and Water Development Appropriation Bill, directed the National Research Council (NRC) to carry out a series of assessments of project management at the Department of Energy (DOE). The final report in that series noted that DOE lacked an objective set of measures for assessing project management quality. The department set up a committee to develop performance measures and benchmarking procedures and asked the NRC for assistance in this effort. This report presents information and guidance for use as a first step toward development of a viable methodology to suit DOE's needs. The concept of project success is a topic often discussed researchers and practitioners, yet rarely do these professionals agree on the factors that distinguish a successful project from a failed endeavor. This article examines a systematic approach to gauging project success, one that proposes a more generalized and more widely accessible system of measuring success. It identifies the major characteristics shared by all projects and discusses the criteria that practitioners and researchers have traditionally used to gauge project success. It then discusses the factors used for measuring successful project implementation--technical validity, organizational validity, organizational effectiveness-- and the impact that these factors have on determining a project's success. It also examines the factors affecting project success in relation to projects (the internal measures of time, cost, performance) and clients (the external measures of use, satisfaction, effectiveness) and describes the challenges in assessing project success over time, over the course of the project's post-delivery life cycle.
