The Energy Policy Act of 1992 called on the National Academy of Sciences to conduct a study and provide recommendations for reducing the costs of decontaminating and decommissioning (D&D) the nation's uranium enrichment facilities located at Oak Ridge, Tennessee; Raducah, Kentucky; and Portsmouth, Ohio.
