Excerpt from Principles of Rural Economics Though agriculture is our oldest and by far our largest and most important industry, it has only recently occurred to us in the United States that we had a rural problem. Nations, like individuals, are wont to prize the things they do not have rather than the things they have. Agriculture was so natural to our conditions, and established itself so easily, that we took it as a matter of course and gave our attention to the development of industries which did not show a disposition to grow naturally. Accordingly, during the first century of our national existence, our economic policy was framed mainly in the interest of the urban industries. The logical result of this artificial fostering of manufactures and commerce was the rapid building up of great overgrown cities and the creation of a group of urban social problems for which we were woefully unprepared. During the next twenty-five years these problems occupied the attention of economists and students of social science almost to the ex clusion of everything else. It is only during the last decade that we have awakened to the fact that there is a rural as well as an urban problem. The agricultural colleges and the universities began offering courses on agricultural and rural economics, and there has been a remarkable development of interest in agricul ture in the high schools of the country, which augurs well for the future of rural civilization in America. Very few, if any, changes or improvements in the race have taken place since, but, except for the lowest savage who lived exclusively by hunting and fish ing, no people has ever lived without agriculture, that is, without some means of increasing the soil's capacity to produce desirable things for human consumption. I remember reading a fascinating article a few years ago on the Oldest trade in the world. By trade was meant a specialized occupation which would exclude agriculture. The oldest trade, or specialized occupation, accord ing to that article, was working in flint. This wasifascinating because it introduced one to a very important Chapter in the life of the human race. That is cultural information which gives one the widest possible knowledge Of and sympathy with man in all phases of his existence and all stages of his civilization. But even the making of flint instruments is less valuable in this respect than the knowledge of the various processes by means of which man has extracted a living from the soil. Excerpt from Agricultural Economics This book is intended for the student and the farmer inter ested in the study of those economic principles which underlie the effective organization of the farm, and for the statesman interested in establishing laws and institutions for the develop ment of agriculture. The subjects treated correspond to those studies grouped under the head of Farm Management in some colleges and under the head of Agricultural Economics in others. From the author's point of view these two terms as used at the present time cover essentially the same subject matter so far as they relate to the economics of production on the indi vidual farm, but he believes that the latter term is much the broader, including also the problems of marketing, land eco nomics, farm finance, and farm life. The matter here presented is the result of a gradual develop ment of twenty years of study in this field. Its publication marks the close of seventeen years of teaching of agricultural economics by the author in the University of Wisconsin, where he first gave a course to the short-course students in the winter of 1902 - 1903, at which time a Syllabus of Lectures on Agricul tural Economics was printed for the use of his class. In 1905 An Introduction to the Study of Agricultural Economics, containing thirteen chapters, was published, the main points of which have been included in the present volume.
