Based on a random, representative sample of Army enrollees in the Active Duty Dependents Dental Insurance Plan (ADDDIP), we found that soldiers turned to many sources to learn about the plan and that oral sources were consulted more commonly than written sources. More than 40% of Army enrollees have never used the plan. Officer's dependents have used the ADDDIP to a fuller extent than enlisted dependents. Over half of Army enrollees felt program enrollment should be renewed automatically. The best liked features of the ADDDIP included good cost value, known services covered, and access to a single family dentist. This study explored the process by which soldiers evaluated enrolling their dependent family members in the Active Duty Dependents Dental Insurance Plan (ADDDIP) and the level of plan utilization. Completed self-administered questionnaires were returned by 3,705 officers and 13,555 enlisted personnel, giving a 56.5% and a 68.4% response rate, respectively. Results show that officers were more likely to consult their spouses regarding enrollment than enlisted personnel. Both groups were more likely to consult oral information sources over written ones, and both expressed a preference for consulting sources close to the provision of dental care over purely administrative sources. About three-fifths of both officers and enlisted personnel think ADDDIP enrollment should be renewed automatically. Officer families used the ADDDIP to a fuller extent than enlisted families. Roughly 40% of families enrolled in the ADDDIP have never used the plan. In March-May 1988, we collected data on enrollment of 1,445 Army families with grade school children in the Active Duty Dependents Dental Insurance Plan at two Army posts. We also surveyed their reactions to the plan. Results show that, although nearly two-thirds of families are enrolled in the plan, most consider the plan a loss of benefits and coverage inadequate. Queues and limited services at military clinics are primary reasons for joining; poor coverage of the dental insurance plan is the main reason for not. A majority of families are willing to pay more for expanded coverage.

" DOD offers comprehensive health care coverage to millions of beneficiaries through TRICARE, a system of health care that DOD purchases from private insurers to supplement the health care that DOD provides through its military and dental treatment facilities (DTF). Purchased dental services are provided through separate programs for different groups of beneficiaries: (1) the ADDP provides dental care to active duty servicemembers who do not have ready access to a DTF; (2) the TDP provides dental insurance to eligible dependents of active duty servicemembers, and to National Guard and Reserve members and their dependents; and (3) the TRDP provides dental insurance to retired uniformed service members and their dependents. DHA is responsible for awarding, administering, and overseeing contracts with private insurers for these programs. Senate Report 112-173, which accompanied the Senate Committee on Armed Services' version of the National Defense Authorization Act for fiscal year 2013, mandated that GAO review DOD's private sector care contracts, including its contracts for dental services.
