Leti is spoken on the island with the same name near the Indonesian-East Timorese border. This small Austronesian language became known among linguists for the complex patterns of metathesis permeating its entire grammar. Besides little discussed topics, like its intricate deictic system and lexical parallelism, this book provides information on intriguing features of the Leti language that remained undescribed, such as singing, naming, storytelling and the semantics of the indexer clitic. A complete version of the Sailfish myth that underlies the structures of all Southwest Malukan island communities has been added. The entire text is provided with interlinear glosses. All lexical items in the text and in the description have been inserted in a word list together with all lexical parallels. Being the first exhaustive study of a Southwest Malukan language, this description is a valuable contribution to the typological study of East Indonesia and East Timor and to Austronesian linguistics. The abundance of examples makes it of interest also for linguists with a theoretical orientation in phonology, syntax and semantics. The 'insider's perspective' approach provides essential information for students of ethnolinguistics and oral traditions in the region.

Key messages Participatory prospective analysis is an effective tool for strengthening the capacity of stakeholders including government agencies, NGOs, academia, private sector and community representatives in joint analysis and problem solving. It allows intense interaction among stakeholders, and helps to develop a common understanding of the current situation, to plan for the future and to begin to construct collective agreements around forest resource management.Experts view tenure security in a multi-dimensional way. It transcends the actual bundle of rights granted to include the institutions and processes deemed necessary for local rights to be exercised and guaranteed. For them, tenure security comprises governance dimensions that are embodied in implementation processes, as well as interventions that are anticipated to generate value/income from the rights that are held by communities.Key driving forces of local tenure security were identified as: regional governance, local government budgets, tourism potential, customary rights and institutions, strengthening the rights and voice of indigenous women, land conversion and spatial planning, local regulation, community knowledge, awareness and community empowerment.Five contrasting scenarios were developed by the expert group members. Each scenario captured their expectation of local community tenure security in the future given different combinations of eight factors that drive tenure security. One scenario was selected as best for future implementation. Based on the best scenario, an action plan for assuring local tenure rights was crafted through public consultation. This will be integrated with regional government programs. The favored scenarios emphasized good governance, collaboration, respect and recognition of customary rights and institutions, while the rejected scenarios exemplified situations that were under the exclusive control of dominant government or private sector actors.Taken together, these five scenarios, regardless of their desirability, point to the key issues in the ability of tenure reforms to achieve tenure security for local communities in Maluku. Important constraints on reform implementation include budget allocation, coordination, changes of policy and regulation, lack of spatial planning data and lack of recognition of customary rights. These factors are important for implementing forest reform and could provide a threat to tenure security.

Prosperity will prevail, Malukans believed, as long as the four pillars and the proper dualism were maintained. With its low incomes, lagging social indicators and widespread poverty, eastern Indonesia epitomizes the problems of development in Indonesia. The challenge is to advance the economy. But this means more intensive use of natural resources, placing pressure on the region's unique ecosystems. This book explores the trade-offs and synergies between development, social concerns and the environment in Papua, Maluku and East Nusa Tenggara. It is written by leading scholars and experts on the region. They investigate the dilemmas of fishing in eastern Indonesia's seas, the strategies and challenges for mining and forestry, and the efforts to tackle biodiversity conservation and climate change. The book lays out the challenges for development, public administration and public health in Papua. It maps Maluku's road to recovery from conflict. And it examines ways to alleviate poverty in the desperately poor province of East Nusa Tenggara. The book provides an overview of the economy of each of these provinces, making it an essential resource for anyone interested in the challenges of development and environment in eastern Indonesia.

Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite's motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

In this follow-up to Islands and Snakes, this book contains 15 chapters describing diversity and conservation of snakes on islands, with foci on selected island systems not previously summarized. Attendant topics include biogeography, plasticity and evolutionary responses to insular conditions, invasive species, importance and collapse of trophic systems, threats to insular snake populations, and strategies of conservation to save them. Chapters include descriptions of snake faunas on larger islands such as Borneo and New Guinea; reproductive biology of insular snakes; phenotypic evolution; physiology and growth patterns related to diet and environment; patterns of endemism; taxonomy of snake radiations; and history of invasions by snakes on islands. The final chapter presents a discussion of prospects and overview of conservation of snakes on islands. Chapters are contributed by international authorities on respective island-and-snake systems. The latter include some islands or archipelagos that are young, or of high importance, or support snake populations that were previously not well known. The content includes colourful photographs, informative illustrations, and in some cases synthesis of new data relevant to the importance of islands for understanding the ecological underpinnings and genesis of biodiversity. Each chapter is appropriately referenced with citations to scientific literature, and where useful, footnotes, tables and graphic information supporting the narrative of the respective subject matter. The overall presentation is intended to provide readers with an enhanced appreciation for islands and the spectacular snakes that might live there.
