This advice note illustrates the application of the policies set out in the NPPF in determining applications for planning permission and listed building consent, as well as other non-planning heritage consents, including scheduled monument consent. It provides general advice according to different categories of intervention in heritage assets, including repair, restoration, addition and alteration, as well as on works for research alone, based on the following types of heritage asset: buildings and other structures; standing remains including earthworks; buried remains and marine sites; and larger heritage assets including conservation areas, landscapes, including parks and gardens, and World Heritage Sites. Local lists play an essential role in building and reinforcing a sense of local character and distinctiveness in the historic environment, as part of the wider range of designation. They enable the significance of any building or site on the list (in its own right and as a contributor to the local planning authority's wider strategic planning objectives), to be better taken into account in planning applications affecting the building or site or its setting. The advice supports local authorities and communities to introduce a local list in their area or make changes to an existing list, through the preparation of selection criteria, thereby encouraging a more consistent approach to the identification and management of local heritage assets across England. This book elaborates on different aspects of the decision making process concerning the management of climate risk in museums and historic houses. The goal of this publication is to assist collection managers and caretakers by providing information that will allow responsible decisions about the museum indoor climate to be made. The focus is not only on the outcome, but also on the equally important process that leads to that outcome. The different steps contribute significantly to the understanding of the needs of movable and immovable heritage. The decision making process to determine the requirements for the museum indoor climate includes nine steps: Step 1. The process to make a balanced decision starts by clarifying the decision context and evaluating what is important to the decision maker by developing clear objectives. In Step 2 the value of all heritage assets that are affected by the decision are evaluated and the significance of the building and the movable collection is made explicit. Step 3. The climate risks to the moveable collection are assessed. Step 4: Those parts of the building that are considered valuable and susceptible to certain climate conditions are identified. Step 5. The human comfort needs for visitors and staff are expressed. Step 6: To understand the indoor climate, the building physics are explored. Step 7. The climate specifications derived from step 3 to 5 are weighed and for each climate zone the optimal climate conditions are specified. Step 8: Within the value framework established in Step 1, the options to optimize the indoor climate are considered and selected. Step 9: All options to reduce the climate collection risks are evaluated by the objectives established in Step 1.

In the short span of some 50 years, starting with the founding of Santo Domingo at the end of the 15th century, the Spanish and Portuguese conquistadors established most of the cities that today are the cornerstone of urban Latin America. It describes the different approaches being used to involve these various stakeholders, including successful if not coordinated interventions by public and private interests in Cartagena, Colombia ; operation of a mixed-capital corporation in Quito, Ecuador; and a government-promoted private investment program in Recife, Brazil. The experiences of these three historic Latin American cities provide significant clues about conditions that attract investment, and show why sustained private involvement is the key to furthering heritage preservation in the region.
