" ... The paper first seeks to understand how the preexisting system of financial control under Stalinist central planning actually worked, and why it tends to breakdown once liberalization begains. Than more effective monetary and fiscal measures for containing inflation in a more gradualist approach to liberalization of the socialist economy, with special references to China, Vietnam, and Loas, is spelled out."--Abstract

Can knowledge of financial policies in developing countries over four decades help the socialist economies of Asia and Eastern Europe become open market economies in the 1990s? In all these countries the loss of fiscal and monetary control has often resulted in high inflation that undermines the liberalization process itself. In the second edition of The Order of Economic Liberalization, Ronald McKinnon builds on his influential work on the liberalization of financial markets in less developed countries and outlines the progression necessary to move from a "repressed" to an open economy. New to this edition are chapters that contrast the gradual Chinese approach to liberalizing domestic and foreign trade with the "big bang" approach followed by some Eastern European countries and republics of the former Soviet Union. Financial control and macroeconomic stability, McKinnon argues, are more critical to a successful transition than is any crash program to privatize state-owned industrial assets and the banking system.

This book starts from the premise that economic liberalization - reduced state interference in economic life - is the common element in the current trend towards privatization and deregulation in the West and economic reform and restructuring in the East. In popular parlance, "privatization" and "perestroika" are its watchwords, Margaret Thatcher and Mikhail Gorbachev its heralds. But the specific character of the liberalization will be determined by the social characteristics of different societies. In order to study the reform process in the two systems, it is necessary to dispose of a general conceptual framework capable of embracing both a (predominantly) market economy and a (predominantly) centrally planned economy. The key objective of this work is to provide such a unified framework, and on that basis to analyze the policy conflicts that dominated both systems in the 1980s and the prospects for further change in the years ahead.

A bilateral search model of the commodity market is formulated to study the effects of liberalizing prices in a reforming socialist economy. The main result is that if the competitive structure of the economy is not quickly modified to eliminate supply rents, price liberalization may be accompanied by substantial output losses. A role for tax policy in limiting output losses is identified.

Paul Whiteley integrates two fields of study which have traditionally remained separate - public policy analysis and macroeconomic theory. He applies theoretical models from macroeconomics to key issues in public policy analysis. He measures the effects of technological change, the nature of economic growth, and the extent to which government can stimulate productivity and manipulate the economy for electoral purposes. Two dimensions, essential in understanding the political determinants of economic policy, are highlighted: the short- and long-term effects of policies; and the relationship between policy instruments, such as public expenditure, and policy targets, such as full employment. Using cross-sectional and time-series data, Paul Whiteley tests and develops models for assessing policies and their outcomes. His conclusions about government mechanisms for exerting influence on the economy have important implications for public policy and macroeconomic analyses.

This volume gathers together a collection of essays integrated by two central themes: the comparative economic performance of different economic systems (centralized socialism, reformed socialism, competitive socialism), and the transition from socialism to capitalism under newly established pluralistic political systems in Central and Eastern Europe. Most of the essays are based on the first-hand experience of the author in stabilizing an economy in an early stage of hyperinflation and in transforming it into a competitive capitalist market economy.
