The Mississippi River extends through much of the central United States and is the largest river system in North America. Lock and Dam 8 is located in a bluff-lined valley on the Upper Mississippi River approximately 0.5 mile south of Genoa, Wisconsin, between Vernon County, Wisconsin and Houston County, Minnesota on river mile (RM) 679.2. Lock and Dam 8 is owned and operated by the U.S. Army Corps of Engineers (USACE)-St. Paul District. Symbiotics LLC is proposing the development of a hydroelectric power production facility at Mississippi River Lock and Dam No. 8 near Genoa, Wisconsin. The facility would be located immediately downstream from Lock and Dam No. 8 at River Mile 679.2.

The purpose of this study is to determine the feasibility of constructing hydropower facilities at Lock and Dam no. 8, located on the Mississippi River, near La Crosse, Wisconsin. Several alternative powerhouse schemes were investigated. The 8.75 megawatt, 10-unit plant indicated in the 1981 reconnaissance is now considered economically infeasible. Two alternate developments using tubular generating units were selected for this new study. Because of relatively low over head, the powerhouse costs are proportionally high and project feasibility falls below unity.
