Local government expenditure represents about a quarter of all public expenditure, and the data are used in the monitoring of public expenditure and the compilation of the national accounts. Local government finance data are also used by the Government to inform the allocation of resources to local government and the development and monitoring of local government finance policy. It is also used more widely, by local authorities (including fire, police, transport and waste authorities, libraries and schools), central government, private sector businesses and the general public. This volume contains detailed outturn summaries of local government expenditure and income for years up to 2010-11, the latest year for which complete information is available, and estimates for 2011-12. It brings together local government finance topics all in one place. Topics include revenue expenditure and financing, capital expenditure and financing, local tax, borrowing and investments, pensions and pay and workforce. The structure and responsibilities of local government are also presented.

This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. With its mix of authors, this book will be useful for practitioners as well as for scholars and for theory-driven research.

The Sources and Nature of the Statistics of the United Kingdom, produced under the auspices of the Royal S~atistical Society and edited by Maurice Kendall, filled a notable gap on the library shelves when it made its appearance in the early post-war years. Through a series of critical reviews by many of the foremost national experts, it constituted a valuable contemporary guide to statisticians working in many fields as well as a bench-mark to which historians of the development of Statistics in this country are likely to return again and again. The Social Science Research Council* and the Society were both delighted when Professor Maunder came forward with the proposal that a revised version should be produced, indicating as well his willingness to take on the onerous task of editor. The two bodies were more than happy to act as co-sponsors of the project and to help in its planning through a joint steering committee. The result, we are confident, will be judged a worthy successor to the previous volumes by the very much larger 'statistics public' that has come into being in the intervening years.
