(Young) lives are cross-sectoral by nature, and youth policy also needs to be so. Cross-sectorality is a well-known aspect of youth policy, but the importance of this aspect does not translate into a common understanding of what cross-sectoral youth policy means and of the ways it can be developed. This book is a collection of articles detailing concrete experiences of cross-sectoral youth policy implementation. It starts with the idea that the efficacy and the sustainability of cross-sectoral youth policy depends on the degree and nature of interaction between various youth policy subdomains and levels, ranging from legal frameworks to interinstitutional or interpersonal relations, and from pan-European to local level. By making these examples available, this book will hopefully support the development of a common understanding of what cross-sectoral youth policy means in different countries and settings. The authors themselves reflect the diversity of the people involved in youth policy (policy makers, youth researchers, youth workers and workers in the field of youth) and this work represents their intention to provide these professionals – as well as others interested in the youth field – with the knowledge necessary to implement, in a real-life scenario, cross-sectoral youth policy.

How do political regimes respond to the challenges emanating from youth mobilization? This book seeks to understand regime resilience and breakdown by analysing the public meaning of youth, as well as the physical mobilization of young people. Mobilization carried by young people is a key component in understanding the stabilisation of the authoritarian regime structures in contemporary Russia, but the Russian experience makes only sense if placed in its broader historical context.Three comparative cases, the breakdown of the authoritarian Soviet Union, the breakdown of the democratic Weimar Republic, and the crisis of the democratic regime in France around 1968 highlight how regimes which lacked popular support have compensated for their insufficient legitimacy by trying to mobilize youth symbolically and politically. This book illustrates the symbolic significance of youth and its role in regime crisis by analysing a new data set of newspaper articles with a new method of discourse analysis. The combination of qualitative interpretation and quantitative network analysis enables a deeper and more systematic understanding of discursive structures about youth. Through this methodological innovation the book contributes to the way we define the categories of youth, generation, and crisis. It makes the case that our conceptualisation should reflect the way terms are being used - usages that can be captured in a systematic way with new methods of discourse analysis. Black France, White Europe illuminates the deeply entangled history of European integration and African decolonization. Emily Marker maps the horizons of belonging in postwar France as leaders contemplated the inclusion of France's old African empire in the new Europe-in-the-making. European integration intensified longstanding structural contradictions of French colonial rule in Africa: Would Black Africans and Black African Muslims be French? If so, would they then also be European? What would that mean for republican France and united Europe more broadly? Marker examines these questions through the lens of youth, amid a surprising array of youth and education initiatives to stimulate imperial renewal and European integration from the ground up. She explores how education reforms and programs promoting solidarity between French and African youth collided with transnational efforts to make young people in Western Europe feel more European. She connects a particular postwar vision for European unity—which coded Europe as both white and raceless, Christian and secular—to crucial decisions about what should be taught in African classrooms and how many scholarships to provide young Africans to study and train in France. That vision of Europe also informed French responses to African student activism for racial and religious equality, which ultimately turned many young francophone Africans away from France irrevocably. Black France, White Europe shows that the interconnected history of colonial and European youth initiatives is key to explaining why, despite efforts to strengthen ties with its African colonies in the 1940s and 1950s, France became more European during those years.
