Modifié par les lois du 20 juillet 1899 et du 5 avril 1937, ce régime est à présent inadapté. La loi est anachronique et les tentatives de la jurisprudence pour l'adapter se révèlent insuffisantes. Critiqué par les victimes et les enseignants, ce régime doit être abandonné. Les victimes tentèrent d'exploiter d'autres régimes, pour contourner celui de la loi du 5 avril 1937, mais aucun d'entre eux n'est pleinement satisfaisant.
