Considers legislation to reestablish the Hoover Commission, to abolish the Council of Economic Advisers and to establish the Office of Personnel, Office of Economic Adviser, National Commission on Intergovernmental Relations, Department of Social Security and Education (which would administrate certain Federal Security Agency and BIA functions), Commission on Overseas Administration, and Board of Analysis for Water Development and Use, to authorize Interior Dept coordination of Federal Power Commission, Army Corps of Engineers, and Bureau of Reclamation water development projects, and to strengthen the authority and ensure bipartisan administration of Federal independent agencies.
