The 2017 Operational Law Handbook (OPLAW) is a focused collection of diverse legal and practical information. The handbook is intended to help the reader recognize, analyze, and resolve the problems encountered in an operational context and make a determination to use force abroad. The Operational Law Handbook covers the law of armed conflict, rules of engagement, intelligence law and interrogation operations, cyberspace operations, non-combatant evacuation operations, detainee operations, fiscal law, military justice, and the military decision-making process and operational plans. The discussion on the lawful use of lethal force (jus ad bellum) is particularly enlightening. Understanding these principles will enable commanders to plan their missions, structure public statements, and conform the conduct of military operations to national policy. It also will assist commanders in understanding and drafting mission-specific rules of engagement consistent with national security and policy objectives. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read.
