This thesis examines labor-management relations within the federal government and particularly the United States Navy. It accomplishes this by tracing the evolution of organized labor's growth and influence during its early history. It familiarizes the reader with the establishment of organized labor institutions within the federal government including operation under an Executive Order environment. Various statistics are provided supporting statements of growth and organizational sophistication. Examples of labor-management field experience are given to exemplify the U.S. Navy Office of Civilian Manpower Management policies regarding labor-relations management.
