L’appareil de formation des militaires est réactif et déjà largement rationalisé. Les militaires français suivent des parcours exigeants, qui font la qualité de leur engagement en opérations. Afin de conforter la place des armées dans la Nation et rester en phase avec les évolutions technologiques et sociétales, l’appareil de formation doit aujourd’hui poursuivre son ouverture vers les institutions civiles, tout en gardant ce qui constitue son ADN : développer chez ces hommes et femmes le sens de l’engagement au service des autres et du dépassement de soi. Les propositions des rapporteurs sont les suivantes : – augmenter, dans les écoles d’officiers, la proportion de places offertes aux étudiants ayant déjà accompli un premier parcours universitaire ; – encourager les grandes écoles militaires à décloisonner leurs cursus pour tendre vers des modèles d’écoles uniques, assorties d’un insigne commun ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans un autre établissement d’enseignement supérieur et accueillir, dans le même temps, une plus grande proportion d’étudiants issus de ces établissements ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans une académie militaire étrangère et accueillir, dans le même temps, une plus grande proportion de cadets issus de ces établissements ; – encourager les écoles militaires à adopter un statut d’établissement public à caractère scientifique, culturel et professionnel (EPSCP) ; – favoriser la création, dans chacune des armées, d’écoles à destination des élèves en situation d’échec scolaire, en y consacrant des moyens spécifiques ; – doter au plus vite les armées d’un outil complet de connaissance des coûts de l’appareil de formation ; – définir une méthodologie, commune aux trois armées, permettant de préparer et de développer des partenariats de formation avec les industriels ; – amplifier la féminisation des effectifs des cadres des écoles et des centres de recrutement pour promouvoir la mixité des choix de carrière des femmes.

Should an employee be allowed to wear a religious symbol at work? Should a religious employer be allowed to impose constraints on employees' private lives for the sake of enforcing a religious work ethos? This book explores how judges decide these issues and defends a democratic approach, which is conducive to a more democratic understanding of our vivre ensemble. The normative democratic approach proposed in this book is grounded on a sociological and historical analysis of two national stories of the relationships between law, religion, diversity and the State, the British (mainly English) and the French stories. The book then puts the democratic paradigm to the test, by looking at cases involving clashes between religious freedoms and competing rights in the workplace. Contrary to the current alternative between the “accommodationist view”, which defers to religious requests, and the “analogous” view, which undermines the importance of religious freedom for pluralism, this book offers a third way. It fills a gap in the literature on the relationships between law and religious freedoms and provides guidelines for judges confronted with difficult cases.

This book analyses the evolution of the French model of capitalism in relation to the instability of socio-political compromises. In the 2010s, France was in a situation of systemic crisis, namely, the impossibility for political leadership to find a strategy of institutional change, or more generally a model of capitalism, that could gather sufficient social and political support. This book analyses the various attempts at reforming the French model since the 1980s, when the left tried briefly to orient the French political economy in a social-democratic/socialist direction before changing course and opting for a more orthodox macroeconomic and structural policy direction. The attempts of governments of the right to implement a radically neo-liberal structural policy also failed in the face of a significant social opposition. The enduring French systemic crisis is the expression of contradictions between the economic policies implemented by the successive left and right governments, and the existence of a dominant, social bloc, that is, a coalition of social groups that would politically support the dominant political strategy. Since 1978, both the right and the left have failed to find a solution to the contradictions between the policies they implemented and the expectations of their respective social bases, which are themselves inhabited by tensions and contradictions that evolve with the structural reforms that gradually transformed French capitalism.
