La doctrina ampliamente reconoce que una disciplina no es plenamente autónoma hasta que no alcanza una independencia jurisdiccional, además de la científica, didáctica y legislativa. Desde diversas instancias, incluso organismos internacionales, se ha reclamado la conveniencia y la necesidad de un propio orden jurisdiccional o de unos tribunales especializados agrarios. Se trata en esta monografía de introducir nuevos aspectos que puedan impulsar este proceso. Tiene como objetivo la fundamentación jurídica y la defensa de una jurisdicción o de unos tribunales especializados para la materia agraria en nuestro ordenamiento, junto con la metodología para su consecución y la delimitación de los hechos, actos y conductas de las que conocería dicha jurisdicción. Sin duda, para la implantación de estos tribunales agrarios especializados una aportación importante la constituyen los Registros de la propiedad y mercantiles y de bienes muebles. Tales Registros están involucrados en el control del cumplimiento y de los resultado de parte de las actuales obligaciones, especialmente medioambientales, de la nueva PAC. Y, en definitiva, con ellos se añade una garantía al reconocimiento de los nuevos derechos fundamentales, como el right to food. Serían, además, un medio de fortalecimiento de este nuevo sistema de justicia.

Composite administrative procedures are procedures in which administrative authorities from the Union and from Member States cooperate and each provide a relevant input into the final administrative decision taken at the Union or the national level. these procedures are becoming more and more frequent as a mechanism for the implementation of Union policies and they reflect a multi-layered system of EU and national administrative cooperation that goes beyond the old paradigm of the indirect implementation of EU Law. This book follows the renovation of European economic history towards a more unified interpretation of sources of growth and stagnation. To better understand the diversity of patterns of growth, we need to look beyond the study of the industrialization of the core economies, and explore the centuries before it occurred. Portuguese agriculture was hardly ever at the European productivity and technological forefront and the distance from it varied substantially across the second Millennium. Yet if we look at the periods of the Christian Reconquista, the recovery from the Black Death, the response to the globalization of the Renaissance, to the eighteenth century economic enlightenment, or to nineteenth century industrialization, we may conclude that agriculture in this country of the European periphery was often adaptive and dynamic. The fact that economic backwardness was not overcome by the end of the period is no longer the most relevant aspect of that story.
