Excerpt from Junior High School Manual, Vol. 5: Prepared by a Committee of Fifteen Appointed by the Commissioner of Education The First Annual State Conference of Junior High School Administrators, held at Bridgewater State Normal School April 8, 9, and 10, 1920, passed a resolution requesting the Commissioner of Education to appoint a committee of fifteen or more members "to consider problems of junior high schools in Massachusetts, and to report on or before the next State Conference of Junior High Schools." This committee decided to draft a manual dealing with the most important problems in the organization and administration of junior high schools. The draft was prepared with great care and was presented for discussion, section by section, at the Second Annual State Conference of Junior High School Administrators, held at Bridgewater April 20, 21, and 22, 1921. After the conference the committee met again and revised its draft in the light of the discussion at Bridgewater.
