In the 1970s tactical nuclear warfare was a topical issue. The introduction of the new generation of tactical nuclear weapons into Europe could have had disastrous consequences. These new weapons had already been developed by nuclear-weapon laboratories and pressures were growing for their deployment. On first sight, smaller and more accurate nuclear weapons may seem more humane and militarily preferable to the relatively high-yield tactical nuclear weapons currently deployed. But some of these new types of weapons would blur the distinction between nuclear and conventional weapons and their use would make escalation to strategic nuclear war extremely likely. Indeed, the argument for these new weapons is that their use in wartime is more credible (and therefore ‘acceptable’) than current types of tactical nuclear weapons. This perception could easily lead to the exceedingly dangerous idea that some types of tactical nuclear war were ‘winnable’. The fact has to be faced that any use of nuclear weapons is almost certain to escalate until all available weapons are used. To believe otherwise is to believe that one side will surrender before it has used all the weapons in its arsenal. History shows that this is most unlikely to happen. Because of its importance, SIPRI organized a meeting to discuss the whole question. Originally published in 1978, this book is the outcome of that meeting.

For the purpose of publication of these Proceedings, the original conference programme has been rearranged to provide a more logical sequence of presentation. The beginning sections give the inaugural speech and the six keynote addresses which were delivered at the opening plenary session. Following these are the working papers, published more or less in the same sequence in which they were presented in the original programme. The order of presentation does not necessarily emphasise the importance of any one aspect of the Arctic Systems over others. The final reports of the six working groups and their conclusions and recommendations are edited in such a manner as to present them in a standardised format for easy comprehension. The editors accept responsibility for any distortion inadvertently introduced in the summarising and editing processes. Later sections of the Proceedings give a background to the Conference organization and deliberations, and an independent critique of the meeting. The directors and those who attended the Conference were conscious of the debt of gratitude owed by them to the Conference chairmen, rapporteurs, authors of working papers, and many individuals for their contributions to the success of the meeting. The defence of the Gulf has been a vital strategic concern for close on 100 years. The British first became involved in the Gulf to protect the sea routes to India and with the development of international air routes the Gulf became a crucial staging post. This book, first published in 1986, surveys the strategic issues in the defence of the Gulf from the earliest British involvement up to the Iraq-Iran war. It examines the British retreat from the Gulf and the imperial vestiges that were left behind. It considers the way in which American interests in the Gulf came to replace British interests and it analyses how American foreign policy has responded to this additional responsibility.
