In his Address to the Convention of 1866, he recommended that action should be taken with a view to the con summation of the measure at the General Convention of 1868; and suggested that the whole subject be referred to a Committee, who should report, at the next Diocesan Convention, as to the steps to be taken and the principles to be recognised.
