One of the apparent contradictions which has puzzled observers of East Asian politics is why, despite the region's considerable economic integration, economic governance institutions remain largely underdeveloped. This book stems from the observation that the study of actual forms of economic governance in Asia has been impeded by the dominance of a ‘regionalism’ problematique. Scholars have focused on the emergence – or not – of regional multilateral institutions, seeking to evaluate these institutions’ capacities to enforce disciplines on Asian states. However, they have also neglected prior, and more pertinent, questions regarding the causal determinants of regional economic governance, which animate the contributions to this collection: What factors shape the scale and instruments of economic governance in Asia; and how and why is economic governance being rescaled between the sub-national, national and regional levels? In the chapters of this book, the contributors explore the social and political struggles over the scale and instruments of economic governance. They identify and explain the emergence of a wide variety of regional modes of economic governance, explain the factors shaping the spatial scale of economic governance in Asia, and discern the patterns of regional integration to which they give rise. With the world watching closely, Myanmar began a process of political, administrative and institutional transition from 30 January 2011. After convening the parliament, elected in November 2010, the former military regime transferred power to a new government headed by former Prime Minister (and retired general), U Thein Sein. With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. Obstacles covered include impediments to the rule of law, the continuation of human rights abuses, the impunity of the Army, and the failure to end ethnic insurgency.

Nishikawa explores how international norms have been adopted in the local context in Myanmar to project a certain international image, while in fact the authorities are exploiting these norms to protect their own interests. In the liberal international world order promoted since the end of the Cold War, democracy, rule of law and human rights have become key components in state and peace-building around the world. Many donor governments and international organisations have promoted them in their aid and assistance. However, the promotion of these international norms is based on a flawed understanding of sovereignty and the world. This Brief provides a cross-sectional analysis of development-directed investments in the wider Mekong region. The wider Mekong region includes Laos, Cambodia, Thailand, Vietnam, Myanmar, and the Chinese province of Yunnan. Evidence highlights that a few critical dynamics, including human migration, natural resource flows, and financial investments, generate a high level of connectivity between these countries. Such high levels of connectivity increase complexity and the potential for ripple effects of national decisions. The emerging links between countries can unfold in financial investments, migration, or the flow of resources. As these links intensify the regional connectivity increases and over time a highly connected region can emerge, as experienced by the Mekong region. Is the process of state building a unilateral, national venture, or is it something more collaborative, taking place in the interstices between adjoining countries? To answer this question, Asymmetrical Neighbors takes a comparative look at the state building process along China, Myanmar, and Thailand's common borderland area. It shows that the variations in state building among these neighboring countries are the result of an interactive process that occurs across national boundaries. Departing from existing approaches that look at such processes from the angle of singular, bounded territorial states, the book argues that a more fruitful method is to examine how state and nation building in one country can influence, and be influenced by, the same processes across borders. It argues that the success or failure of one country's state building is a process that extends beyond domestic factors such as war preparation, political institutions, and geographic and demographic variables. Rather, it shows that we should conceptualize state building as an interactive process heavily influenced by a "neighborhood effect." Furthermore, the book moves beyond the academic boundaries that divide arbitrarily China studies and Southeast Asian studies by providing an analysis that ties the state and nation building processes in China with those of Southeast Asia.

This book focuses on the implementation of the China-Pakistan Economic Corridor (CPEC), a multi-billion-dollar infrastructure development project intended to connect Asia with Europe, the Middle East and Africa.
