Originally published in 2004. In a radical breakaway from colonial and postcolonial policies that were based on centralized and revenue-orientated control of forests, the government of India announced the Joint Forest Management (JFM) policy resolution in 1990. JFM promised important managerial concessions, including share in cash profit from the timber harvest to forest citizens, in exchange for management of state-owned forests. The government also asked the Forest Departments to invite village councils and NGOs to take part in the joint forest management schemes. Over a decade since its inception this volume examines the JFM, highlighting how state bureaucracy, local institutions and NGOs attempt to achieve the multiple goals of meeting subsistence needs, rural equity, sustainable forestry practices, and forest cover conservation. Investigating four institutions - village-based forest protection groups, the Forest Department, village councils, and NGOs - across the States of Jharkhand and West Bengal, the book focuses on forest citizens and how they interact with other JFM institutions. In doing so, it challenges notions of assumed virtues of moral economy and romanticized views of gender and indigenous knowledge and practices. The monograph also raises issues of social capital (local history, politics and leadership), common property resource (CPR) management and incentives for participation. While pointing out various inconsistencies that exist in the participatory forest framework, the book also shows the potential of JFM and suggests future directions forest management should take in India and elsewhere.

As community involvement in natural forest management expands and matures, the need to lodge the rights and obligations of both state and community in workable and legally binding institutional frameworks becomes more pressing. This is particularly so where power and authority are being redistributed. This publication looks specifically at Tanzania, where forest-local communities are beginning to be designated as the management authority of particular woodlands and, in some cases, even their owners. Positive results are giving considerable support to community-based management as the forest management strategy of choice. Implementation has of necessity also prompted a search for accessible mechanisms through which community authority may be embedded legally. The author argues that, in this respect, Tanzania has an advantage over many sub-Saharan African states in the unusual manner of legal identity granted to rural communities, and in supporting administrative and land laws which provide for village-based control over natural resource management. Specific elements explored include the fact that rural villages in Tanzania are recognised as a formal level of government, endowed thereby with certain rights and obligations; that the rural village may attain legal corporate status allowing it, inter alia, to own and manage property in ways accountable in a court of law; and that property law provides for a modern, statutory version of communal tenure, within the bounds and accountability of a private legal person. Wily provides a step-by-step guide to the ways in which a forest-adjacent community may secure custodianship over a local natural forest, whether it be an already gazetted Forest Reserve or public land forest, and be held accountable for sound conservationary management.

The international perspective for this book is the unprecedented level of concern over deforestation, recognized by the meeting of world leaders at the 1992 Earth Summit, in Rio do Janeiro, and culminating in the appoint ment of the Intergovernmental Panel on Forests (IPF), under the auspices of the UN Commission on Sustainable Development. The wide range of issues covered by the authors in this volume reflects the breadth of the interna tional debate, from national policies and activist campaigning, through eco nomic and social objectives, to the sustainable management of forest and soil resources. Since the conservation campaigns of the 1980s, the focus of international concern has widened from tropical rain forests to all forest formations, in all regions, with increased recognition of global values and common responsibil ities. However, while forest cover in some temperate countries is increasing, irrational deforestation, at historically unprecedented levels of damage to biodiversity and to other environmental values, remains most acute in tropi cal countries, where the need to use the natural resources for sustainable development is greatest, and the capability weakest. While accepting the urgency of the situation, and the need for greater coherence of action at a global level, the 1997 report of the IPF to the UN Commission emphasized the powers and responsibilities of national governments, and the importance of National Forest Programmes, but with the fuller participation of local communities, and with enhanced access to international assistance.
